Are you a senior global health leader passionate about driving sustainable primary health care reforms? The Bill & Melinda Gates Foundation is seeking a Senior Program Officer (SPO) – Health Systems Strengthening to lead strategic investments in health financing, pharmaceutical systems, and supply chain management. Based in Addis Ababa, Ethiopia, this 6-month limited-term role focuses on designing grant portfolios, advising high-level government bodies, and scaling primary healthcare access across Ethiopia.
Portfolio Strategy & Grant Management: Design, negotiate, and execute grants and contracts to strengthen health financing, supply chain efficiency, and pharmaceutical capacity.
Government & Policy Advisory: Collaborate directly with the Ministry of Health and national bodies to advance health care financing (HCF) policy, provider payment reforms, and risk-pooling initiatives.
Supply Chain & Technical Leadership: Oversee health supply chain operations, including procurement, forecasting, warehousing, distribution, and local pharmaceutical manufacturing.
Partner Coordination: Represent the Foundation in national forums and steering committees, such as the SDG Performance Fund (SDG PF), Country Coordinating Mechanism (CCM), and technical working groups.
Data & Digital Health Integration: Utilize evidence-based insights, health information systems, and digital health tools to guide program investment decisions.
Education: Advanced degree (Master’s or Doctorate) in Medicine, Public Health, Health Economics, Health Financing, Pharmacy, Supply Chain Management, or a related field.
Health Financing Expertise: Strong track record in Universal Health Coverage (UHC), strategic purchasing, provider payment reform, and health insurance systems.
Supply Chain Expertise: Experience managing procurement, logistics, essential medicines access, and health commodity supply chains.
Government Engagement: Direct experience working alongside Ministries of Health and international donors (e.g., World Bank, Global Fund, Gavi, WHO, USAID). Experience in Ethiopia is strongly preferred.
Work Authorization: Must possess valid work authorization for Ethiopia (visa sponsorship is not available).
