Role Overview
Are you an experienced logistics leader with expertise in electoral operations, supply chain, and warehouse management? The United Nations Development Programme (UNDP) is seeking a Senior Electoral Logistics Specialist to support the National Election Board of Ethiopia (NEBE).
In this role, you will play a critical technical and strategic advisory role within the Strengthening Ethiopia’s Elections for Democratic Sustainability (SEEDS II) project. Embedded directly within NEBE and reporting to the Chief Technical Adviser (CTA), you will lead post-election reviews, strengthen long-term logistical frameworks, and coordinate supply chain operations for remaining and re-elections.
Key Responsibilities

Post-Election Review & Lessons Learned: Lead operational debriefs and reviews following the 2026 General Elections; document supply chain bottlenecks, risks, and recommendations for future operations.

Re-Election & Ongoing Operations: Design, coordinate, and implement logistics plans, material procurement, international shipping, and warehouse delivery for remaining electoral events.

Warehouse & Asset Management: Strengthen institutional Standard Operating Procedures (SOPs), inventory tracking, post-election material retrieval, and knowledge management systems.

Transportation & Last-Mile Delivery: Develop optimized transportation strategies, identify cost efficiencies, establish contingency mechanisms, and manage aviation/ground distribution networks.

Capacity Building & Systems Optimization: Train NEBE operational personnel, build performance monitoring dashboards, and modernize logistics information management systems.

Stakeholder & Strategic Coordination: Collaborate across regional offices, government entities, and international development partners to support long-term electoral strategy and resource planning.
Qualifications & Key Requirements
Education & Experience

Master’s Degree (or equivalent) in Logistics, Supply Chain Management, Project Management, Operations, or Social Sciences with a minimum of 5 years of relevant experience; OR

Bachelor’s Degree in a related field with a minimum of 7 years of relevant experience.
Required Skills & Expertise

Proven track record managing large-scale logistics operations, warehouse management, and transportation systems (including aviation logistics).

Demonstrated experience in electoral operations management and institutional capacity building.

High-level stakeholder coordination skills within complex political environments.

Languages: Full fluency in both English and Amharic is required. Working knowledge of additional local Ethiopian languages is an asset.
Desirable Qualifications

Direct experience with the Ethiopian electoral framework or prior work on elections in Ethiopia.

Experience advising an Electoral Management Body (EMB) or working with international organizations such as UNDP.
