ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Scrum Master position who meet the following requirements.

 

Required number: One

Reports to: ICT Project Manger

Duty station: NEBE Head Quarter, Addis Ababa

Duration: Contract (One year with the possibility of extension)

Salary: As per the organization salary scale (Competitive)

Job Summary

The Scrum Master is responsible for planning, executing, and delivering software development projects within scope, schedule, and budget while ensuring high-quality deliverable.

Duties and responsibilities

• Develop comprehensive project plans, including scope, goals, deliverables, timelines, and resource requirements. Define project objectives and success criteria
• Facilitating and guiding the software development teams in adopting and implementing the agile framework of software development
• Work and support the software development team agree on achievable goals during development sprints
• Act as a liaison between product owners (The CIO) and development teams to refine project timelines and processes and deliver on software projects on time and with high quality.
• Manage each project’s scope and timeline
• Coordinate sprints, retrospective meetings and daily stand-ups
• Coach team members in Agile frameworks
• Facilitate internal communication and effective collaboration
• Be the point of contact for external communications with other teams within the ICT Department and from other departments
• Work with the Chief Information Officer (CIO) who will act as the product owners to handle backlogs and new requests
• Resolve conflicts and remove obstacles that occur during the cycle
• Help teams implement changes effectively and on time
• Ensure deliverables are up to quality standards at the end of each sprint
• Guide development teams to higher scrum maturity
• Help build a productive environment where team members ‘own’ the product and enjoy working on it

Education and Work Experience:

• BSC degree in Computer Science, Computer Engineering, Software Engineering or any related field
• 3 years related experience.

  Trainings and certification

• Certification in Project Management Profession (PMP)
• Scrum master certification is a plus

  Knowledge:

• Experience in a scrum master role in a reputable organization undertaking software projects

  Know-How (Skills) (Technical competencies):

• Excellent knowledge of Scrum techniques and artifacts (such as definition of done, user stories, automated testing, backlog refinement)
• Excellent communication and servant leadership skills
• Problem-solving and conflict-resolution ability
• Outstanding organizational skills
• Good knowledge of other Agile frameworks (Crystal, XP etc.)
• Familiarity with software development
• Not a member of a political party.
