Job Description

Background

GOAL has been operational in Ethiopia since the early 1980s providing multi-sectoral humanitarian assistance and development programs. GOAL Ethiopia in 2025 is operating in 69 Woredas spanning in nine regions and one city administrations: Afar, Amhara, Benishangul Gumuz, Gambella, Oromia, Somali, Tigray, Sidama, South Ethiopia and Addis Abeba City Administration. GOAL implements multi-sectoral humanitarian assistance and development programs addressing critical sectors, including Nutrition, Health, WASH (Water, Sanitation, and Hygiene), Emergency Agriculture and Food Security, Protection, and Emergency Shelter and Non-Food Items (NFIs).

GOAL works with and prioritizes the most vulnerable communities impacted by natural and man-made disasters including drought, conflict, displacement, disease outbreaks, flooding, and earthquakes.

Purpose of the Assessment

The assessment aims to achieve the following general and specific objectives.

General objective: The main objective of the assessment is to systematically assess the scale, severity, and drivers of humanitarian needs across the five regions to inform evidence-based prioritization, coordinated response planning, and effective allocation of humanitarian resources.

Specific objectives: in line with the general objective, the assessment also aims to meet the following specific objectives.

  • Identify and quantify humanitarian needs of affected populations by sector (health, nutrition, WASH, protection, food security, shelter, education)
  • Assess vulnerability and risk factors, including displacement status, Sex, age, disability, and exposure to conflict, climate, or disease outbreaks.
  • Determine severity and geographic distribution of needs to support area-based and population-based prioritization.
  • Analyze gaps in access and service delivery, including functionality of existing systems and barriers to assistance.
  • Assess coping capacities and negative coping mechanisms at household and community levels.
  • Inform immediate lifesaving interventions and medium-term Consulting firm priorities aligned with humanitarian standards and regional response frameworks.
  • Support coordinated decision-making among government, UN, NGOs, and donors through shared evidence.

A technical proposal will include:

  • Understanding of the Context (TOR), Relevant Experience, Technical Proposal, Staff Qualification, Interview results, Terms and Conditions for contracts for procurement of Services

A financial proposal will include:

  • All prices must be in Ethiopian Birr (ETB) only, and a comprehensive and clear breakdown of prices must be shown as part of the financial offer.
