Request for proposals – Grantee Perceptions Survey

Job Description

The Freedom Fund is seeking an organisation or individual(s) to design and administer a survey of its grantees around the world to understand grantees’ experience of partnering with the Freedom Fund.

The commissioned organisation or individual(s) will be responsible for four core services. Design of a new survey, administration of the survey directly with our partners, analysis of survey data, and production of a report presenting the data and conclusions.

Background

The Freedom Fund is a catalyst in the global movement to end modern slavery, working with frontline organisations and communities where exploitation and trafficking are highly prevalent.

The Fund provides financial and non-financial support to help local anti-slavery organisations fulfil their goals and join together with peer organisations to influence the systems that underpin exploitation. In 2025, the Freedom Fund provided support to 60 frontline organisations in nine slavery hotspots in Asia, Africa and Latin America. It also provided support to 18 other partners – a mix of local and global organisations – working to combat slavery in corporate supply chains.

In 2021, the Freedom Fund commissioned Keystone Accountability to survey its partners in order to better understand their perceptions of the Freedom Fund, including its strengths and areas for improvement as a funding partner. The Fund is now looking to commission a repeat survey to see how these perceptions have changed over time.

Key services requested

The commissioned organisation or individual(s) will be responsible for four core services.

● Design of a new survey, in consultation with the Freedom Fund
● Administration of the survey directly with Freedom Fund partners
● Analysis of survey data
● Production of a report presenting the data and conclusions Survey design

The design of the survey should meet several specific requirements:

● It should build on the previous survey in terms of the themes explored, and where possible analyse how grantee perceptions have changed over time..
● It should allow for different questions to be asked of different Freedom Fund grantee types (eg hotspot vs supply chain).
● Ideally it should comprise a standard set of questions that generate data for benchmarking against other funders, alongside a smaller number of questions tailored to the Freedom Fund’s model – for example, on the Fund’s effectiveness in bringing partners together for joint actions and learning.

● It should be administered online, protect grantees’ anonymity, and be available in grantees’ preferred language (likely to include English, Bahasa Indonesia, Bangla, Nepali and Portuguese. NB: The Freedom Fund can arrange translation if needed. Applicants should indicate in their proposal whether their budget includes costs for translation.)
● The design process must include a co-creation workshop with Freedom Fund staff and the survey should be finalised in consultation with Freedom Fund management.

Final report

The successful applicant will be expected to produce a professional quality report in English of approximately 20-30 pages including annexes. The report should include graphics and charts presenting the data in an intuitive way, including benchmarking against other funders if possible, and offer analysis and conclusions about the Freedom Fund’s performance and potential areas for improvement.

Timeline

  • Proposals are requested by 20 January 2026.
  • It is expected that the successful applicant will begin work in Q1 2026, with the survey administered late in Q1 or early in Q2, and the report delivered within Q2.
