Job Description
The International Fertilizer Development Center (IFDC) is implementing the Transform Soil Fertility Management in Ethiopia (TRANSFORM) Program, a four-year initiative funded by the Embassy of the Kingdom of the Netherlands and the European Union. The program aims to improve soil health and fertility management by increasing access to and adoption of sustainable soil health technologies and services among smallholder farmers in Ethiopia.
As part of its market systems development approach, TRANSFORM seeks to strengthen linkages among soil input manufacturers, distributors, agro-dealers, cooperatives, development agents, financial service providers, and smallholder farmers. To support this objective, IFDC intends to establish a Digital Distribution Network Directory, a web-based and mobile-responsive platform that will serve as a centralized, interactive, and continuously updated repository of soil input value chain actors operating across TRANSFORM intervention areas.
IFDC therefore invites qualified and experienced consulting firms or technology providers (legally established companies only) to submit technical and financial proposals for the design, development, testing, deployment, hosting, integration, training, and handover of a Digital Directory for Soil Input Manufacturers, Agro-Dealers, Cooperatives, and Last-Mile Distribution Outlets. The assignment will include the review and structuring of value chain mapping data; development of a secure, user-friendly, low-bandwidth digital platform with search, filtering, and GIS mapping capabilities; data migration and quality assurance; cloud deployment and integration; user acceptance testing; capacity building; technical handover; and post-launch support.
About You
The consultancy is expected to be completed within three (3) months from the date of contract signing. Detailed requirements, scope of work, deliverables, implementation schedule, and evaluation criteria are provided in the Terms of Reference (ToR). How to Apply
Proposal Submission:
Technical proposals shall be submitted electronically in both Word and PDF formats to: procurementethiopia@ifdc.org and financial proposals shall be submitted in hardcopy only in sealed envelope to IFDC office in Addis Ababa, located near St. Urael Church Axum building, 2nd floor.
The deadline for submission of both technical and financial proposals shall be October 8, 2026. It is the responsibility of the bidder to ensure that proposals are submitted in the method and format within the stated period as prescribed herein. Late submissions will not be considered under any circumstances.
Evaluation Methodology:
All proposals will be evaluated based on technical capacity, relevant experience in software development and digital platforms, methodology, implementation approach, personnel qualifications, and financial competitiveness. IFDC reserves the right to accept or reject any or all proposals, wholly or partially, without incurring any obligation to provide justification for its decision.
