Job Description

1. Organizational Background

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian development organization established in 2005 and re-registered at the Agency for Civil Society Organizations as an Ethiopian Development Organization with Certificate No. 0321 under Proc. No. 1113/2019. ECDD collaborates with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs, envisioning an inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

Currently, ECDD is implementing a project entitled “Every Life Matters (ELM)” funded by the SeeYou Foundation to increase access to and utilization of SRH services among persons with disabilities by building the capacities of the project signatory staff, institutions, key decision-makers, and SRH service providers, Faith-Based Organizations (FBOs), Health Extension Workers, and persons with disabilities and their organizations. As part of the implementation of the project, ECDD is looking for a competent and experienced consultant/firm that can capture and produce the successes of the ELM project in the five intervention areas (Debre Markos, Debre Berhan, Mekelle, Wolaita Sodo and Arba Minch cities).

  2. Objectives

The following are the objectives of the task:

  • To capture and produce success Story Document of the ELM Project in the five intervention areas (Debre Markos, Debre Berhan, Mekelle, Wolaita Sodo and Arba Minch cities), including the physical accessibility modifications, the progress of OPDs, and the roles of Stakeholders of the Project such as persons with disabilities, and SRH service providers.
  • To capture and produce the best stories of change of ELM project beneficiaries from the five intervention areas in a way that can teach others.

Scope of the Work

  • Capture and produce successes of the ELM Project interventions and stories of change in the five intervention areas (Debre Markos, Debre Berhan, Mekelle, Wolaita Sodo and Arba Minch cities) in a hard and soft copy in English.

The consultant will carry out the following specific tasks:

Document Review: Review relevant project reports, internal and external evaluations and monitoring data, and other relevant project documents

Field Visits and Interviews: Conduct field visits to selected partner organizations, OPDs and hold interviews with ECDD’s SMT members, project staff, beneficiaries, and partners to collect qualitative data and personal stories.

  • Develop well-structured and engaging success stories
  • Prepare success stories in text, quality photographs, infographics, and branding elements following ECDD and SeeYou visibility guidelines.
  • Present the draft success stories for feedback to ECDD.
  • Incorporate comments and finalize the document as required.

Qualifications of the Consultant

Media companies/houses and individual media professionals with the following competencies/skills and capacities are eligible to apply for this service.

  • A minimum of 5 years’ experience in developing Success story production in similar areas.
  • Strong background in developing project success and stories of change and can show a minimum of 5 printed documents upon request.
  • Profound knowledge and experience in disability issues.
5. Roles and Responsibilities of Both Parties

 ECDD

  • Facilitate the processes of timely collection of information and provide documents at all target areas of ELM Projects
  • Oversee and monitor the entire process of collecting and documenting best practices and success stories.
  • Disburse the agreed-upon consultancy fees to the consulting company, subject to applicable income tax deductions.

Consultancy Firm

  • Ensure that all processes adhere to ethical standards, including compliance with ECDD’s Safeguarding Policy and obtaining informed written consent from all participants, especially persons with disabilities.
  • Deploy qualified professionals to execute the assignment effectively.
  • Actively seek and incorporate feedback from ECDD at key stages of the documentation process.
  • Submit a draft version of the documented best practices for ECDD’s review and feedback.
  • Timely finalize the documentation based on ECDD’s input and submit the approved version in both soft and hard copy formats.
Expected deliverables

The assignment will result in the following key outputs:

Inception Report: A detailed document outlining the proposed methodology and work schedule, to be submitted within five days after signing a contract agreement.

Draft Report: The draft Success Story document should present the findings from the review and analysis of the ELM project report, highlighting key success stories. The report should also draw out lessons learned and provide initial recommendations for strengthening, replicating, and scaling up effective approaches as a result of the project.

Final Report: The final report should consolidate the round of comments from the ECDD and the donor.

Duration of the Assignment

The consultant is expected to complete and submit the final deliverables, including all collected and documented best practices and success stories, within 30 (thirtycalendar days from the date of signing the consultancy contract.

Selection Criteria

The Technical and Financial Proposals will account for 70% and 30% respectively of the selection criteria, broken down as follows:

10. Schedule of Payment
  • First Installment of 30% of the amount upon submission of Inception Report and signing of the Contract
  • Second Installment of 30%
  • Final Installment of 40% of the amount upon submission and acceptance of the documentary production by ECDD, upon receipt of the final invoice from the Consultant.

Qualifications and Experience Required for the Consultant

  • Proven experience in disability-inclusion issues
  • Proven track record of preparing similar work Advanced degree in Communications, Journalism, Development Studies, language and linguistics, or a related field
  • Minimum of five (5) years of experience in documentation, communication, or publication development for NGOs or development organizations.
  • Demonstrated experience in writing and designing impact documentation or preferably in disability inclusive success stories.
  • Excellent writing, editing, and storytelling skills in English
  • Proven experience in disability inclusion and working with OPDs and government organizations, especially in relation to the rights of persons with disabilities.
  • Possession of a valid business license and tax registration certificate, as required by law.
  • Clear commitment to meeting deadlines, supported by adequate staffing, logistical and professional capacity.
  • Applications from consultancy firms or consultants that include members who are persons with disabilities are highly encouraged.
