Protection Field Officer 1

What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Protection Field Officer contributes to the identification, implementation and monitoring of ICRC projects in different regions of the country. His/her work is addressed mainly to Protection and Field activities. Based on needs, he/she can be requested to support also other ICRC activities (Assistance, Cooperation, Communication), contributing to the representation of the ICRC at local level.

Externally, interacts with a network of contacts at the local level, such as authorities, civilians, humanitarian actors, and Movement partners under the supervision of the line manager (Protection Team Leader).

Accountabilities & functional responsibilities 1

• Contributes to the implementation and follow-up of various field activities, namely Restoration of Family Link, Protection of Civilian Population, Assistance, Networking with local stakeholders and authorities, Communication.
• Monitors the humanitarian environment and needs in the areas of responsibility; assess the security, cultural and political environment relevant to the ICRC through consultation of media, reports, publications, networking; share relevant information with colleagues and report any change of the situation as per the structure’s communication flow.
• Collects, compiles and translates information relevant to the projects. Following each filed trip, contributes to written reporting.
• Assists with interpretation services (Amhara-English, English- Amhara) with different interlocutors and beneficiaries, based on the needs.

Accountabilities & functional responsibilities 2

• Facilitates and contributes to the work of the delegates or other specialists, either internally or externally (internal or external meetings with authorities at local level, briefings on ICRC field activities, etc.).

• Contributes to maintain, develop and map contacts with various interlocutors at regional and local level.

• Participates to field missions, which can at times be carried out independently.
• Ensures administrative and financial follow up after field missions.
• Performs other tasks for other departments when required.

Protection (80%) 1

• Ensures that all activities conducted in the areas of responsibilities include a focus on protection as a transversal file.
• Gathers Protection information in the zones of responsibility from direct and indirect sources and shares it with field delegates/GFO/PTL/HoSD.
• Identify key interlocutors for protection dialogue
• Support the documentation of Protection of the Civilian Population (PCP) events in relation to conflict and according to delegation’s priorities in particular Conduct of Hostilities, Health Care in Danger (HCiD), Sexual Violence (SV), Treatment of People.
• Support the field team during individual/group interviews reporting, filing processing and help ensure timely and appropriate follow up of PCP cases.
• Under the supervision of the Protection Team Leader and the support of the Protection coordination, the PROT FO serves as a focal person to ensure and train field and Prot staff on integrating SV messages in all activities (e.g. OpComs, FAS trainings, etc) at the SD level. The support includes understanding of the SV situation in the AoR, contributing to the context analysis when it comes to SV and conducting training to ERCS volunteers, community influencers, and other relevant stakeholders, as well as monitoring progress reports and conducting other follow-ups on the community outreach activities (monthly data collection & compilation, monthly payment for volunteers).

Protection (80%) 2

• Prepare field trips with regard to the follow up of protection cases/issues by using existing tools incl PROT 6.
• When requested, provide additional punctual support to the Protection Department
• In close coordination with Protection of Family Links (PFL) team in Prot coordination, ensure the proper implementation of PFL processes and conduct follow up on RFL files in areas of operations with ERCS.

• Build and maintain contacts with local officials, community leaders, community members and relevant stakeholders who can inform on the context as well as help assist with PFL activities.
• Contribute to the analysis of the protection environment in areas of operation based on participation in field activities, network of interlocutors, and review of public sources (e.g. social media)
• Contribute to the socio-political and cultural analysis of the IDP contexts, help to identify the most vulnerable cases and most urgent needs of the affected population (both host community and IDPs).
• Guarantee a thorough follow up of the most vulnerable cases identified and supported by the ICRC through cash assistance, referral to health centers or relevant stakeholders, donation of dignity kits.

• Timely preparation and submission of administrative documents (Field Trip Requests, Travel request, booking of hotel, working advance, etc.) prior each Field Trip. Ensure administrative and financial follow up after field missions.

Networking and Security (10%)

• Support Field teams in maintaining and developing of a network of key interlocutors (civil authorities, police, civil society, NGOs, UN, etc) relevant to questions of security and general humanitarian situation in areas of operations.
• Ensure that the list of key interlocutors is kept up to date in also a timely manner.
• Represent and promote the ICRC regarding its activities with all relevant interlocutors, including through operational dissemination sessions when appropriate.
• Inform and advise the field/protection delegate and management on the security situation and assist in obtaining security guarantees for the deployment of ICRC teams in the zones of responsibility.
• Inform the Protection/Field Team Leaders of all irregularities or security issues in the field.
• Inform and advise on the security situation in the AoR and assist in obtaining security guarantees for the deployment of ICRC teams in the zones of responsibility
• Support Field Delegates/PTL in the transmission to other ICRC teams on application of the security rules and how to deal with security and behavior matters in the AoR

Additional duties (10%)

• Contribute to the analysis of the humanitarian situation and security environment in areas of responsibility
• Contribute to the preparation of institutional reports, minutes of meetings, key points, and other ad hoc written reporting.
• Contribute to the planning of field trips and assist in the administrative preparation of field trips, respecting the given deadlines.
• Ensure good working relations with the ERCS in zones of responsibilities through regular visits when in the field, in close collaboration with the Field/Protection delegate, PFL team and Cooperation department, as needed.
• In collaboration with the support departments, where needed, organize and follow up on the logistics necessary to each field trip (materials, vehicles, IT, hotels etc).

• Provide support to EcoSec, Health and WatHab activities when/where required (assessment, distribution, interpretation etc.).

EDUCATION, EXPERIENCE AND COMPETENCIES REQUIRED

• University degree or relevant professional experience.
• Excellent command of English
• Computer literacy
• Typically, 3-5 years’ working experience in the field of social, political or economic sciences or similar
• 1–2 years’ working experience with the ICRC or another humanitarian agency an asset.
