Overall Purpose

Provide overall leadership, technical oversight, and management of the Health Security Activity (HSA) laboratory capacity building project implemented by EPHLA. Ensure that activities are well-coordinated, results-oriented, and compliant with Project HOPE and Government of Ethiopia (GoE) policies and procedures

Major Activities and Responsibilities

A. Project Planning and Management

  • Lead the development and implementation of annual and semiannual project work plans in line with the HSA objectives.
  • Ensure alignment of project activities with national laboratory and AMR strategies.
  • Oversee the execution of project plans, timelines, and deliverables across regions and partner hospitals.
  • Manage and supervise the project coordination team and ensure efficient task delegation.

B. Technical Leadership

  • Provide strategic direction and technical oversight for AMR laboratory capacity building initiatives.
  • Guide implementation of laboratory quality management systems (QMS), AMR surveillance, and antimicrobial stewardship (AMS) interventions.
  • Ensure technical soundness of training materials, mentorship activities, and laboratory improvement plans.

C. Coordination and Partnership Management

  • Serve as the primary liaison between EPHLA, Project HOPE, the Ethiopian Public Health Institute (EPHI), and regional health bureaus.
  • Coordinate with partners, stakeholders, and implementing institutions to ensure complementarity and avoid duplication.
  • Facilitate joint planning and review meetings with the EPHLA and other stakeholders.

D. Monitoring, Evaluation, and Reporting

  • Oversee data collection, documentation, and reporting according to the Learning, Monitoring, and Evaluation (LME) framework.
  • Ensure the quality, accuracy, and timeliness of quarterly and semiannual performance reports.
  • Use monitoring data to inform decision-making and adaptive management.

F. Capacity Building and Supervision

  • Provide mentorship and oversight to regional project coordinators and technical staff.
  • Identify technical assistance needs and coordinate with consultants or partners to address them.
  • Organize and facilitate national-level workshops, review meetings, and training sessions.

G. Communication, Visibility, and Compliance

  • Ensure USAID visibility and branding requirements are properly implemented.
  • Maintain effective communication with stakeholders and document project success stories.

About You

Education:

  • Lab background with MSC in microbiology/MPH/Project management

Experience:

  • 6-10years relevant skills and experience
