Job Description

The Ethiopian National Association of the Blind is a non-profitable Association established to serve Blind community in 1960. It aims to uphold the inherent dignity and fundamental rights of blind and People with disabilities. To achieve this aim, it has designed the principles of inclusiveness, respect for the dignity of people with visual impairment, meaningful participation and so on.

ENAB is looking for a qualified professional, who will responsible for leading and coordinating project under the Ethiopian national Association of the blind financed by Liliane Fonds through Cheshire Ethiopia.

1. Position Summary

The Project Coordinator is responsible for the overall planning, coordination, management, and reporting of all project activities under the BEN Ethiopia programme within the ENAB designated implementation area. The position holder serves as the primary liaison between ENAB and Cheshire Ethiopia (CE) and ensures that the project is implemented on time, within budget, and in accordance with the approved work plan, CE’s guidelines, and donor requirements.

This is a full-time, project-dedicated role at 100% Level of Effort. The Project Coordinator may not hold concurrent responsibilities under other programmes or projects without the prior written consent of CE.

2. Key Duties and Responsibilities

2.1 Project Planning and Implementation

  • Lead the development and review of the annual work plan, implementation schedule, and activity plans in consultation with the project team and CE.
  • Ensure timely and quality implementation of all project activities across the five CBR domains: Health and Rehabilitation, Inclusive Education, Inclusive Livelihoods, Social Inclusion and Empowerment, and CBR Coordination.
  • Coordinate day-to-day project operations, including supervision of the Social Worker, CBR Supervisor, and CBR Workers.
  • Ensure that all project activities are implemented within approved budget lines and seek CE’s written approval for any reallocation exceeding 10% of a budget line.
  • Maintain an up-to-date activity tracker and flag implementation risks to the Executive Director and CE in a timely manner.

2.2 Reporting and Documentation

  • Prepare and submit quarterly narrative and financial progress reports to CE within 10 days after the end of each quarter, using CE’s standardized templates.
  • Compile disaggregated monitoring data (by gender, age, and disability type) from the project team on a quarterly basis and submit to CE.
  • Document lessons learned, case studies, and best practices and share them with CE on a regular basis.
  • Prepare child stories and photo documentation in accordance with CE’s requirements and data protection guidelines, ensuring informed consent has been obtained.
  • Maintain a complete and organized project filing system (both physical and digital) for all project documents, financial records, and beneficiary data.

2.3 Financial Oversight

  • Oversee the management of sub-grant funds in accordance with CE’s financial management guidelines and the approved budget.
  • Work closely with the organization’s finance officer to ensure all expenditures are properly documented, supported by original receipts, and recorded in the cash book and ledger.
  • Monitor cash utilization rates and ensure that the 70% utilization condition is met prior to requesting the next disbursement tranche from CE.
  • Ensure that all procurement follows CE’s procurement guidelines, with competitive bidding for any purchase above ETB 500,000.
  • Facilitate access to financial records and project documentation during monitoring visits, spot-checks, or audits conducted by CE or external auditors.

2.4 Coordination and Stakeholder Engagement

  • Serve as the primary point of contact between the Partner Organization and Cheshire Ethiopia for all project-related matters.
  • Participate actively in Project Steering Committee (PSC) meetings, network learning events, joint monitoring visits, and capacity building activities organized by CE.
  • Coordinate with relevant local government authorities, community structures, health facilities, schools, and other stakeholders to facilitate project implementation.
  • Ensure effective coordination among the project team and foster a collaborative and professional working environment.

2.5 Safeguarding and Compliance

  • Ensure that all project activities comply with CE’s Child Safeguarding Policy, PSEA Policy, Code of Conduct, and Annex 3 (Data Protection and Privacy Policy) of the Sub-Grant Agreement.
  • Support the designated Safeguarding Focal Person in implementing safeguarding obligations and reporting any incidents to CE within 24 hours.
  • Ensure that all staff and volunteers complete mandatory safeguarding training before engaging with Right- Holders.
  • Comply with all applicable Ethiopian laws, regulations, and the terms of the Sub-Grant Partnership Agreement.

3. Qualifications and Experience

Education

  • Bachelor’s degree in Social Work, Public Health, Development Studies, Disability Studies, Project Management, or a closely related field. A master’s degree is an advantage.

Experience

  • Minimum of 5 years of relevant experience in project coordination or management within an NGO or development organization.
  • Demonstrated experience working with persons with disabilities, children, or vulnerable populations.
  • Experience in financial management and budget monitoring.
  • Prior experience working with Community-Based Rehabilitation (CBR) programs is a strong advantage.

Skills and Competencies

  • Strong organizational, planning, and time management skills.
  • Excellent written and verbal communication skills in local language and English.
  • Proficiency in Microsoft Office (Word, Excel, Outlook).
  • Ability to produce clear and accurate narrative and financial reports.
  • Strong interpersonal and stakeholder engagement skills.
  • Demonstrated commitment to disability inclusion, child safeguarding, and non-discrimination principles.

4. Working Conditions

  • Based at the Partner Organization’s main office in the designated implementation area.
  • Regular field travel to project sites, communities, and beneficiary households within the implementation area.
  • The position requires occasional participation in meetings and events in Addis Ababa or other locations as directed by CE.

5. Employment Terms

  • The position is for the project period March 1 – December 31, 2026, and is subject to availability of funds.
  • The Project Coordinator is accountable to the Executive Director
