CARE Ethiopia is seeking an exceptional Programs Director to provide strategic leadership for a diverse portfolio of humanitarian and development programs and help drive lasting change for communities affected by poverty, inequality, conflict and crisis.
This is a pivotal senior leadership role for a strategic, entrepreneurial and values-driven program leader who can translate CARE’s vision and country strategy into high-quality, locally relevant programs that deliver measurable impact at scale.
At the heart of CARE’s ambition are women and girls. The Programs Director will champion their rights, agency and empowerment across CARE Ethiopia’s portfolio, ensuring that gender equality and social justice are embedded in program strategy, design, implementation and learning.
THE OPPORTUNITY
Ethiopia’s operating environment demands a leader who can navigate complexity while maintaining a clear focus on long-term impact. The Programs Director will lead programming across both humanitarian and development contexts, ensuring that CARE’s response addresses immediate needs while also tackling the underlying causes of poverty and vulnerability and strengthening resilience to future shocks.
You will lead a team of Project/Program Managers and Senior Program Managers, creating the systems, structures and culture required for excellent program delivery.
A major focus of the role will be resource mobilization and technical leadership — strengthening CARE Ethiopia’s donor base, identifying strategic funding opportunities and working with partners to develop programs that are relevant, innovative, scalable and aligned to the Country Strategy.
As a key member of the Country Office Senior Management Team, the Programs Director will also contribute to broader organizational leadership and deputize for the Country Director, serving as Acting Country Director when required.

We are looking for a seasoned humanitarian and development leader with the strategic vision, technical credibility and external influence to lead a complex program portfolio in Ethiopia.
1. A Bachelor’s degree in a relevant field; a Master’s degree is preferred.
2. At least 10 years of experience in senior leadership roles, including a minimum of five years managing community-based projects in developing countries.
3. At least six years in senior management and leadership positions across humanitarian and development programs.
4. Extensive experience in emergency humanitarian programming as well as longer-term development programming, particularly in complex or fragile environments.
5. Demonstrated international experience in program leadership and management.
6. A strong track record in program strategy, design, implementation, quality assurance, monitoring, evaluation and learning.
7. Demonstrated success in resource mobilization, donor engagement and building diverse funding portfolios.
8. A deep commitment to and demonstrated experience advocating for the rights and empowerment of women and girls.
9. Understanding and experience of localization, partnership approaches and civil society strengthening.
10. Proven experience engaging the private sector and building effective partnerships with private-sector organizations.
11. Strong stakeholder engagement, influencing, negotiation and representation skills.
12. Experience leading and developing high-performing multidisciplinary teams.
13. The strategic maturity and leadership presence to operate as a member of a Country Office Senior Management Team and deputize for the Country Director when required.
