Project Context and Scope

The overall objective of this assignment is to provide high-level technical support to the Ministry of Finance, in collaboration with the International Organization for Migration, to lead the development of a high-quality, GCF, Loss and Damage, and AF compliant concept notes on the climate change-human mobility nexus and the associated submission package, and to support the review, appraisal, and advancement toward full funding proposal development.

 

The Senior Technical Consultant on Climate Finance for Human Mobility will contribute to the Migration, Environment and Climate Change (MECC) program under the project “Climate Change and Migration Data Programme” (Project Code: NC0161). In this role, the consultant will support the Ministry of Finance by mobilizing climate finance for interventions addressing climate-induced human mobility. This will be achieved through targeted capacity building and the development of bankable project concept notes.

Objective of the Assignment

The overall objective of this assignment is to provide high-level technical support to the Ministry of Finance, in collaboration with the International Organization for Migration, to lead the development of a high-quality, GCF, Loss and Damage, and AF compliant concept notes on the climate change-human mobility nexus and the associated submission package, and to support the review, appraisal, and advancement toward full funding proposal development.

Specific Objectives

The specific objectives of the assignment are to:

1. Lead the preparation of a full-fledged concept note on the climate change–human mobility nexus for submission by the Ministry of Finance to the Green Climate Fund and Adaptation Fund, ensuring alignment with Ethiopia’s national climate and development priorities and relevant GCF, Loss and Damage, and AF requirements.
2. Coordinate and facilitate consultations with relevant stakeholders to inform the design of the concept note, validate priorities and proposed interventions, and strengthen ownership and strategic coherence.
3. Prepare and/or coordinate all required supporting analyses, mandatory annexes, and accompanying documentation necessary to ensure the concept note package is technically sound, complete, and ready for submission, review, and appraisal.

 

1. Tasks to be performed under this contract

Under the overall guidance of IOM and in close coordination with the Ministry of Finance, the Senior Technical Expert shall undertake the following key tasks and responsibilities:

1. Technical Review and Diagnostic Assessment

• Review relevant national policies, strategies, plans, studies, and existing project documents related to climate change, adaptation, resilience, displacement, migration, disaster risk management, and sustainable development.
• Review relevant GCF, Loss and Damage, and AF policies, guidance materials, templates, appraisal criteria, and concept note requirements applicable to the assignment.
• Assess existing evidence, institutional arrangements, and programming gaps related to the climate change-human mobility nexus in order to inform the design of the proposed intervention.
• Identify relevant lessons from ongoing and past initiatives, including comparable climate finance and resilience-building programmes, to strengthen the quality and relevance of the concept note.

  2. Project Design and Concept Note Development

• Lead the conceptualization and structuring of the proposed GCF, Loss and Damage, and AF intervention, including definition of the problem statement, climate rationale, target beneficiaries, geographic focus, theory of change, proposed components, expected results, and implementation approach.
• Develop the concept note in accordance with GCF, Loss and Damage, and AF requirements and ensure that it is technically sound, strategically focused, and aligned with national priorities and MoF’s role as the Accredited Entity.
• Ensure that the proposed intervention adequately addresses the climate change-human mobility nexus, including resilience-building, displacement risk reduction, adaptation, and support to vulnerable populations, as relevant.
• Define the indicative financing structure, institutional arrangements, implementation modalities, and roles of key stakeholders involved in the proposed intervention.

  3. Stakeholder Consultation and Coordination

• Identify, map, and engage relevant stakeholders at federal, regional, and local levels, including government institutions, sector ministries, agencies, development partners, civil society organizations, technical experts, and affected communities, as appropriate.
• Plan, facilitate, and document stakeholder consultations, technical discussions, validation meetings, and bilateral engagements required to inform and refine the concept note.
• Support coordination between MoF, IOM, and other relevant stakeholders to maintain alignment, ownership, and timely progress of the assignment.

  4. Preparation of Annexes and Supporting Documentation

• Prepare and/or coordinate the preparation of all required annexes and supporting analyses needed for submission of the concept notes.
• Ensure that the concept note packages adequately addresses all relevant cross-cutting and compliance requirements, including stakeholder engagement, gender considerations, environmental and social risk management, institutional capacity, implementation readiness, and sustainability.

  5. Quality Assurance, Review, and Appraisal Support

• Conduct quality assurance of the full concept note package to ensure compliance with GCF, Loss and Damage, and AF requirements, coherence across all sections, and readiness for submission by the Ministry of Finance.
• Revise and refine the concept note and supporting documents based on comments and feedback received from MoF, IOM, and other stakeholders.
• Provide technical support to facilitate progression of the concept note toward clearance for the development of a full funding proposal.

  6. Capacity Strengthening and Knowledge Transfer

• Provide hands-on technical support and practical guidance to relevant staff of the Ministry of Finance throughout the assignment.
• Strengthen institutional understanding of GCF, Loss and Damage, and AF concept note requirements, proposal development processes, and key technical considerations related to climate finance programming on the climate change-human mobility nexus.
• Develop practical recommendations, tools, or guidance notes, as appropriate, to support future concept note and funding proposal development by the Ministry.

  7. Reporting and Deliverable Management

• The Consultant will be fully embedded within the ‘UN Agencies, CRGE Facility and Regional Economic Cooperation Division’ at the Ministry of Finance for the duration of the assignment. In carrying out the assignment, the Consultant will work in close collaboration with the CRGE Facility team and will provide regular updates on progress, key findings, emerging issues, and required follow-up actions.
• The Consultant will also work closely with the relevant technical and programmatic team at the International Organization for Migration (IOM) to ensure alignment with the objectives of the assignment, coordination of inputs, and timely review of deliverables.
• Provide monthly progress updates to IOM and MoF on the status of implementation, emerging issues, and actions required to maintain progress.
• Prepare a final report summarizing the work undertaken, outputs delivered, key findings, issues addressed during review and appraisal, and recommendations for the next phase of full funding proposal development.

2. Performance indicators for the evaluation of results

The Senior Technical Expert shall deliver the following outputs to the satisfaction of IOM and the Ministry of Finance:

• Inception Report: An inception report submitted within two weeks of the commencement of the assignment, setting out the consultant’s understanding of the assignment, detailed methodology, work plan, stakeholder engagement approach, timeline, key milestones, and list of documents and institutions to be consulted.
• Stakeholder Mapping and Consultation Process Documentation: A stakeholder mapping and consultation plan, followed by records of consultations conducted during the assignment, including key issues discussed, inputs received, and how these inputs were reflected in the concept note design process.
• Draft GCF, Loss and Damage, and AF Concept Note Package: A complete draft GCF, Loss and Damage, and AF concept note on the climate change-human mobility nexus, prepared in accordance with the funds’ requirements and agreed templates, including all core sections and a first set of required annexes and supporting documentation.
• Revised Concept Note Package: A revised and strengthened concept note package incorporating comments and technical feedback from IOM, the Ministry of Finance, and other relevant stakeholders, and demonstrating readiness for submission for review and appraisal.
• Final Submission-Ready GCF, Loss and Damage, and AF Concept Note: A final, high-quality GCF, Loss and Damage, and AF concept note, ready for submission by the Ministry of Finance as the Accredited Entity, including all mandatory annexes, supporting analyses, and required accompanying documentation prepared to the required standard.
• Review and Appraisal Support Note: A consolidated note summarizing comments received during the review and appraisal process, actions taken to address them, outstanding issues, and recommendations for progression to full funding proposal development.
• Final Assignment Report: A final report summarizing the work undertaken, consultations held, outputs delivered, key technical issues addressed, lessons learned, and recommendations for the next phase of concept refinement and full funding proposal preparation.

Required Qualifications and Experience

Education

• Advanced university degree (Master’s degree or equivalent) in climate change, environmental policy, environmental management, development studies, economics, public policy, natural resource management, agriculture, rural development, migration studies, international development, disaster risk management, or other closely related fields.
• Additional specialized training in climate finance, programme design, project appraisal, environmental and social risk management, and monitoring and evaluation, or related areas is an asset.

Experience

• Minimum 7-10 years of progressive experience in climate finance, project development, and institutional capacity building.
• Proven track record in designing and formulating bankable project proposals for submission to international climate finance mechanisms (e.g., Green Climate Fund, Adaptation Fund etc.), MDBs.
• Strong knowledge of global climate finance architecture, mechanisms, and donor requirements and familiarity with safeguards (financial, environmental, technical, and social) required for climate finance proposals.
• Demonstrated experience supporting government institutions, UN agencies, or civil society organizations in areas related to climate change, adaptation, migration, or development planning.
• Experience in organizing and facilitating multi-stakeholder consultations, capacity-building workshops, and training sessions.
• Understanding of climate-induced human mobility, displacement, and resilience-building interventions, including awareness of policy gaps and operational challenges.
• Experience in climate-resilient agriculture, landscape management, food systems, rural livelihoods, or resilience programming is an asset.
• Ability to develop clear problem statements, rationale, theory of change, results frameworks, and implementation arrangements for complex multi-stakeholder interventions.
• Familiarity with environmental and social safeguards, gender mainstreaming, stakeholder engagement, and other cross-cutting requirements relevant to climate finance proposals.

• Excellent stakeholder engagement and facilitation skills, including the ability to convene and manage consultations with senior government officials, technical experts, and development partners.
• Strong interpersonal and diplomatic skills, with the ability to work across institutions and disciplines in a complex policy and programme environment.

• Strong report writing, presentation, and documentation skills.
• Ability to mentor, guide, and transfer knowledge to national counterparts through practical, hands-on support.
• High level of discretion, integrity, and sensitivity in handling confidential or institutionally sensitive information.

Languages

• Excellent command of English, both written and spoken, is required.
• Knowledge of local language is a strong asset and would be highly advantageous for stakeholder engagement in the Ethiopian context.
