Monitoring and Evaluation officer

Job Description

Role Summary

We’re looking for a detail-oriented and proactive Monitoring and Evaluation (M&E) professional with strong technical skills in field monitoring, data collection, and team supervision. The ideal candidate is solution-focused, comfortable coordinating field teams, and experienced in using digital survey tools such as Kobo Collect or SurveyCTO. You will play a key role in ensuring high-quality, reliable data collection for both development programs and market research studies, supporting program performance monitoring and organizational learning.

  • Lead data collection for development programs, including routine monitoring, baseline/midline/endline assessments, and special studies.
  • Coordinate and implement market research exercises to generate timely information that supports program design and strategic decisions.
  • Ensure high standards of accuracy and attention to detail across all M&E activities and deliverables.
  • Proactively identify challenges and propose practical, solution-oriented approaches to improve program performance.
  • Share monitoring findings with program teams in consultation with the Head of Research, and ensure the Head receives timely updates on field progress and any issues that require attention.
  • Utilize digital data collection tools such as Kobo Collect and SurveyCTO to manage and streamline survey processes.

Key Responsibilities

1. Program Monitoring, Information Management and Reporting

  • Support in developing M&E frameworks, indicators and data collection plans
  • Manage and implement field-level M&E data collection activities.
  • Coordinate and supervise field assistants and enumerators, providing training and oversight to ensure ethical and accurate data collection.
  • Support in reviewing the M&E components of project proposals; assess feasibility, data availability and evaluation strategies.
  • Support program field staff in the collection of activity and output-level monitoring data during the program implementation.
  • Oversee data collection, routine monitoring, and quality assurance.
  • Coordinate the fieldwork for market research studies, ensuring high-quality data is collected to inform program decisions.
  • Track progress against indicators, flag implementation issues, and support adaptive management.
  • Lead ongoing monitoring and periodic evaluations; support in analyzing data, generating reports and providing evidence for decision making and learning.
  • Clean, organize, and archive the monitoring/reporting data and keep the data in a safe, secure, and accessible location.
  • Support the preparation of routine monitoring updates and contribute to program reporting as guided by the Head of Research.
  • Ensure the execution of the program in accordance with the M & E framework.
  • Lead and engage in monitoring processes with sector specialists, development partners and target program participants/beneficiaries.

2. Evaluation, Review and Learning

  • Lead regular program review sessions to assess progress and challenges and share outcomes and action points with management.
  • Share M&E findings promptly with program teams and support implementation of recommendations.
  • Collaborate with program teams, under the RE Head’s guidance, to identify and document case studies for learning and reporting.
  • Use M&E tools to collect and document best practices and case studies, demonstrating program impact through Social Return on Investment, Value for Money and attribution to target populations.

3. Capacity building for Pharo staff and stakeholders

  • Support capacity building of program teams to effectively implement M&E plans and reporting requirements.
  • Conduct regular field monitoring visits to assess program quality and compliance with M&E standards, and recommend corrective actions as needed.
  • Collaborate with stakeholders, in consultation with the RED Head, to provide technical support and strengthen program delivery.
  • Organize and facilitate field research trips for team members across all program sites.
  • Coordinate and supervise field assistants and enumerators to ensure quality data collection and reporting.

About You

Qualifications

  • Bachelor’s degree in relevant field Statistics, M&E, Research, Data science, Public Health, Epidemiology, and Development studies.
  • Minimum 5 years of working experience in M&E and Programs including Education, Agriculture, WASH and Health with NGOs and private sectors.
  • Knowledge and understanding of Program Logical Framework and commonly used Key Performance Indicators.
  • Clear understanding and experience in directly implementing M&E tools and approaches.
  • Good understanding of monitoring and evaluation tools and experience in data analysis using computer packages such as SPSS, MS Word, and MS Excel.
  • Experienced in digital data collection platforms including Survey CTO/Kobo, with hands-on skills in form design, logic programming, and field deployment.
  • Skilled in planning and coordinating field activities, with the ability to adapt quickly to field challenges.
