About Center of Concern (CoC):
CoC is an Ethiopian civil society organization registered at the Authority for Civil Society Organizations with registration number 3160. It is instituted to provide long-term solutions to problems of poverty, hunger, illiteracy, ill health, injustice, and inequalities in Ethiopia. CoC believes peace, development, and fulfilling humanitarian needs cannot be achieved without one another. Therefore, it promptly engages in humanitarian, development, and peace nexus activities across the country.
CoC is currently preparing to implement the EHF-funded project “Integrated Multisectoral Response to IDPs in Debre Birhan Town of North Shoa, Amhara Region.” As part of this response, CoC would like to hire a competent Monitoring and Evaluation (M&E) Officer responsible for tracking project performance and ensuring quality implementation of activities whithin the organization.
Job Summary:
The M&E Officer will be responsible for developing and implementing monitoring, evaluation, accountability, and learning systems for the project. The position will lead data collection, analysis, reporting, and documentation of lessons learned. The M&E Officer will work closely with the Project Coordinator and sector officers to ensure project activities are results-based, evidence-driven, and aligned with donor and organizational requirements.
Major Duties and Responsibilities
- Develop and implement the project M&E plan in line with donor guidelines and CoC standards.
- Establish data collection, reporting, and documentation systems for all project activities.
- Conduct baseline, midline, and endline assessments as required.
- Ensure high-quality and timely submission of monthly, quarterly, and annual M&E reports.
- Regularly monitor field activities and conduct data verification to ensure accuracy and consistency.
- Support project officers in collecting and reporting activity data.
- Maintain updated databases for project indicators and performance tracking.
- Facilitate feedback, accountability, and community engagement mechanisms.
- Conduct post-distribution monitoring (PDM), satisfaction surveys, and other assessments.
- Produce analytical reports highlighting progress, gaps, and recommendations for improvement.
- Document lessons learned, best practices, and case stories.
- Participate in review meetings, cluster meetings, and coordination forums.
- Train project staff on M&E tools, data quality, and reporting requirements.
- Ability to work effectively with project teams and stakeholders.
Reports to: Project Coordinator
Duty Station: Addis Ababa (with frequent field travel depending on project needs)
Terms of Employment: Contract for 8 months
Salary: As per the scale of the organization

Requirements
- Academic Qualification and Professional Experience
- BA/BSc degree in Monitoring & Evaluation, Computer Science, Statistics, Social Sciences, Development Studies, or related fields.
- Minimum of 2 years of relevant work experience.
- Experience working with NGOs/INGOs and humanitarian M&E systems is highly desirable.
Other Skills
- Strong analytical, statistical, and data management skills.
- Proficiency in data collection tools like KOBO is an advantage.
- Excellent reporting, communication, and presentation skills
- Strong organizational and time-management abilities.
- Ability to work independently and handle multiple tasks under pressure.
- Ability to work effectively with team members, stakeholders, and communities.
Language Skills
- Excellent verbal and written English communication skills as well as an overall ability to be clear in all communications.
