ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Monitoring and Evaluation Expert who meet the following requirements.

Job Summary

The Monitoring and Evaluation (M&E) Expert plays a vital role within the National Electoral Board of Ethiopia (NEBE) by providing technical expertise in planning, programming, monitoring, and evaluation to support the organization’s goals and activities. This role involves the development and implementation of M&E plans, the establishment of indicators and indicator handbooks, support for evidence-based planning, target analysis, and regular reporting. The M&E Expert also collaborates with various stakeholders, including government agencies, international organizations, and civil society, to ensure alignment with NEBE’s priorities.

Duties and responsibilities

Primary Responsibilities of the Monitoring and Evaluation Expert:

  • Technical Support: Provide quality technical support to the Head of PMEL and other NEBE departments in planning, programming, monitoring, and evaluation activities.
  • M&E Plan Development: Assist in developing an M&E plan for the sector, including the establishment of indicators and an indicator handbook to support the M&E plan’s implementation.
  • Evidence-Based Planning: Support the implementation of activities related to deliverables for evidence-based planning and M&E.
  • Strategic Plan Review: Review and analyze the targets set in the strategic plan of NEBE to ensure alignment with organizational objectives.
  • Annual Planning: Assist departments in the preparation of Annual Plans and regular reporting, including monthly, quarterly, and annual status reports as required.
  • National M&E Taskforce: Participate in the National M&E Taskforce chaired by NEBE, collaborating with various stakeholders on priority initiatives, including UNDP, NIMID, ECES, and CSOs.

M&E Implementation and Management:

  • NEBE M&E Plans: Implement NEBE’s M&E plans, including indicators, targets, means of verification, and monitoring steps at outcome, output, and activity levels, in alignment with the Annual Work Plan and NEBE’s mandate.
  • Risk and Issue Matrices: Develop plans and monitor NEBE’s Risks and Issues matrices according to international standards.
  • Internal Monitoring System: Develop and refine the internal monitoring system to gather results-based progress data and input from primary sources within NEBE and third-party sources.
  • Results Resources Framework: Review NEBE’s Results Resources Framework, focusing on electoral-related indicators.
  • M&E SOPs: Develop NEBE-specific M&E Standard Operating Procedures (SOPs) that address contextual challenges and adhere to the organization’s M&E minimum standards.
  • Monitoring Visits: Conduct joint field monitoring visits, prepare reports, and disseminate findings to relevant stakeholders. Develop internal and joint monitoring Terms of Reference (TORs) based on the overall M&E plan.
  • Proposal Development: Participate in proposal development activities for NEBE departments, contributing inputs, particularly in problem analysis, objective analysis, log frame development, and indicator formulation.

Capacity Building and Reporting:

  • Capacity Building: Work with departments on capacity-building activities and support the development of training manuals.
  • Reporting: Ensure effective and timely reporting to internal and external stakeholders.
  • Progress Documentation: Assist in preparing reports that comprehensively analyze progress against the results framework, including documenting success stories, achievements, lessons learned, and identified risks and issues.
  • Annual and Biannual Reports: Support in writing annual and biannual plans and quarterly and annual reports to the parliament.
  • Knowledge Integration: Ensure that key program learnings are integrated into NEBE’s projects and across the organization.
  • Collaboration: Collaborate with other members of the M&E team and program teams to foster technical excellence and impact across all NEBE programs and document it.

Education and Work Experience:

  • BA/BSC/MA/M.Sc. in Project Planning and Management, Economics, Statistics, and Related Fields.
  • 7 years and Bachelor | 5 years and Masters

Skill Requirements:

  • Expertise in monitoring and evaluation methodologies and best practices.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Ability to develop M&E plans and indicators.
  • Proficiency in reporting and documentation.
  • Knowledge of risk management and internal monitoring systems.
  • Ability to collaborate with diverse stakeholders.
  • Capacity-building and training experience.
