Market Systems Development Coordinator*
in Addis Ababa
The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Addis Ababa, Ethiopia.
Your responsibilities
1. Project Coordination and Implementation
- Coordinate MSD, youth employment, entrepreneurship, and skills-development activities in line with project objectives, work plans, budgets, donor requirements, and organizational standards.
- Prepare and regularly update detailed implementation plans, procurement forecasts, partner deliverables, and activity schedules.
- Ensure timely and high-quality delivery of activities, outputs, financial forecasts, and narrative reports.
- Monitor implementation progress, expenditure, risks, and bottlenecks, and facilitate timely corrective and adaptive actions.
- Maintain effective coordination with program, MEAL, finance, logistics, safeguarding, communications, partners, and relevant stakeholders.
2. Market Systems and Partnership Development
- Conduct or support market-system and value-chain analyses, including market mapping, labor-market assessments, youth opportunity mapping, and identification of systemic constraints and commercially viable opportunities.
- Design and facilitate inclusive, market-based interventions that address root causes of market failures and expand opportunities for young people, women, producers, workers, and micro, small, and medium enterprises.
- Identify and engage private-sector actors, employers, business-development service providers, producer organizations, financial institutions, technology providers, and other relevant market actors.
- Develop and manage strategic partnerships, co-investment arrangements, and service-delivery models that create shared value and can continue beyond project support.
- Promote market linkages, access to inputs, finance, technology, information, and business services, and strengthen the competitiveness of targeted enterprises and value-chain actors.
- Apply facilitative MSD approaches that stimulate ownership and behavior change among market actors, encourage crowding-in, and enable sustainable scale.
3. Youth Empowerment, Job Creation and Skills Development
- Lead the integration of youth economic empowerment and decent job creation across MSD interventions, with deliberate attention to young women, rural youth, persons with disabilities, displaced or conflict-affected youth, and other excluded groups.
- Undertake or coordinate youth and labor-market assessments to identify market-relevant occupations, skills gaps, growth sectors, barriers to employment, and viable entrepreneurship opportunities.
- Develop youth-inclusive employment pathways covering outreach, transparent selection, career guidance, technical and vocational skills, soft and life skills, digital and financial literacy, work readiness, certification, placement, mentoring, and post-placement support.
- Work with TVET institutions, training providers, employers, and industry associations to design or strengthen competency-based curricula and short courses that respond to employer and market demand.
- Facilitate apprenticeships, internships, workplace learning, job matching, placement, coaching, and employer engagement, while promoting safe, dignified, and non-discriminatory working conditions.
- Support youth-led and women-led enterprises through entrepreneurship training, business planning, incubation, mentorship, market linkage, access to productive assets, and connections to appropriate financial products.
- Identify green, climate-resilient, agricultural, off-farm, and digitally enabled job opportunities and promote innovative business models relevant to local markets.
- Strengthen youth voice, leadership, agency, and participation in producer organizations, cooperatives, business associations, community structures, and public-private dialogue platforms.
- Monitor the quality and sustainability of employment outcomes, including jobs created or improved, enterprise survival and growth, income change, retention, job quality, and employer satisfaction.
4. Technical Support and Adaptive Management
- Develop intervention concepts, business cases, partnership agreements, results chains, and pathways for systemic change, scale, and sustainability.
- Support the testing, review, and adaptation of interventions based on field learning, participant and employer feedback, evidence, and changes in the operating environment.
- Work closely with MEAL colleagues to define and track output, outcome, job-quality, inclusion, and systemic-change indicators, using age- and sex-disaggregated data.
- Promote resilience, environmental sustainability, climate-smart practices, gender equality, conflict sensitivity, and disability inclusion in intervention design and implementation.
- Provide practical technical coaching to partners, field teams, training providers, enterprises, and market actors and facilitate peer learning and exchange.
5. Partner and Stakeholder Engagement
- Represent the program with private-sector actors, employers, local partners, government institutions, youth-serving organizations, TVETs, financial institutions, and relevant coordination platforms.
- Support partner identification, due diligence, assessment, onboarding, capacity strengthening, performance monitoring, and responsible exit or handover.
- Prepare or contribute to scopes of work, expressions of interest, partnership documentation, procurement specifications, and performance-based agreements.
- Engage relevant government institutions and sector platforms to address policy, regulatory, infrastructure, and enabling-environment constraints affecting market performance and youth employment.
- Facilitate inclusive public-private dialogue and ensure that young people and women contribute meaningfully to the design, review, and improvement of interventions.
6. Reporting, Learning, Compliance and Program Support
- Support annual and periodic planning, budget monitoring, contract follow-up, donor reporting, and compliance with organizational policies and donor requirements.
- Maintain complete and accurate project documentation, including participant records, partnership files, employment and enterprise results, training records, and evidence of outcomes.
- Analyze and communicate progress, challenges, value for money, and learning through reports, dashboards, presentations, case studies, and success stories.
- Document lessons, promising practices, failures, and adaptations related to MSD, youth employment, skills development, and enterprise support to inform scale-up and future project design.
- Contribute technical inputs to assessments, evaluations, concept notes, proposals, budgets, and business-development initiatives.
