Main purpose of the Position

Ensuring the correct planning, implementation and monitoring of the logistics activities and programs in the project and coordinating human and material related resources needed, in accordance with MSF standards and protocols to contribute to the proper development of the project and to optimize the impact of the medical projects.

Position in the Organization

The Logistics Team Leader reports hierarchically to the Project Coordinator and functionally to the Logistics Coordinator. The position holds functional supervisory responsibility over a multidisciplinary team, including Logistics Supervisors, the Base and Facilities Officer, ICT Supervisor, Construction Supervisor, and Biomedical Specialist.

Accountabilities

  • In collaboration with the Project Coordinator, and the Logistics Coordinator, defining, implementing and monitoring logistics activities and when needed, the logistics operational priorities, according to MSF project plan, standards and protocols.
  • Participating in the development of the policies, annual plans, proposals, and budget review, as well as exploratory missions/situation assessments and supporting the activities of the project with resources, procedures and tools defined with the Logistics Coordinator, to facilitate achievement of the operational objectives.
  • Ensuring the implementation and monitoring of one or more/all the following activities:

Logistics:

  • Installation and maintenance of functional office space(s) and lodging facilities in the project in an adequate living condition as well as all the equipment required.
  • Management of the logistics of the material resources for the Project, under the supervision of the line manager and the technical adviser.
  • Implementation of support activities (communications, electricity, transport, construction, restoration, etc.) and any other logistical activities required to achieve the medical objectives.
  • Implementation, management and monitoring of the application of necessary reporting tools for logistic activities

WHS: implementation of the water, health and sanitation activities.

  • Coordinating, organizing, supervising, coaching and providing technical support to the logistics team members to improve the logistics components of the project.
  • Planning and supervising, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the logistics staff of the project to ensure both the sizing and the amount of knowledge required, improve people capabilities.
  • Participating in the implementation of the technical choices, policies and logistics procedures defined by the line manager in the Project Security Policy. Ensuring compliance with them, the correct use and maintenance of tools and documents for logistical monitoring. In the absence of the Field Coordinator and at the request of the Head of Mission, overseeing security.

MSF Section/Context-Specific Accountabilities

Logistics Activities of Support

  • Ensures the maintenance, repairing and allocation of the vehicle fleet are according to the constraints of mobility and security of the project teams.
  • Control and be aware of stock for fleet (generators and vehicles).
  • Ensures the maintenance of the working and team life facilities (MSF office, accommodation, warehouse, etc.) are according to MSF policies.
  • Manages the available telecommunications and information technology tools that are known and used by the team in the project.
  • Ensure the safety of all electrical installations, supply and buildings in Korem and accommodations.
  • Be contactable on weekends and available outside of regular working hours.
  • Assist the Project Coordinator in security matters (alerts and analysis).

Logistics Activities for Programs

  • Support for response to epidemics (e.g. cholera, measles, meningitis, etc.) and other infectious diseases (Aids, tuberculosis, etc.). This support is predominant for vaccination (cold chain).
  • Support for Assistance to Displaced Populations or relocation of health facilities (Outreach, site settlement and supply, temporal shelters and NFI distribution, etc.).

Security & Safety of the Project

As a complement to the risk assessment conducted by the Head of Mission, assist the Project Coordinator who oversees the implementation and the respect of security measures and contingency procedures (evacuation, etc.) that are integrated into the project security plan. The logistical activities connected to the field security are as follows:

  • Protection of the MSF facilities (people flux management, intrusion, attacks, fire, etc.).
  • Protection of movements of MSF staff/beneficiaries whatever the transport means with an identification/notification adapted to the security strategies of the project.
  • The data and information protection with standard telecommunication and IT systems that are reliable and independent.
  • Dangerous goods management that are shipped and handled at the project and that could affect the individual responsibility of the Logistics Coordinator.
  • Collects and shares security information with the Project Coordinator.
  • In collaboration with the Mission Mechanic Specialist, ensures and improves the working conditions of the motorized fleet.

Human Resource Management

  • Ensures regular revision of logistics organization chart (opening /closing of positions, revision of profiles,) in collaboration with Project Coordinator, Logistics Coordinator and HR Manager.
  • Drafts logistics job profiles for staff under his/her supervision with support of HR and validation of Project Coordinator & Logistics Coordinator.
  • Analyses the technical HR needs for the project and sets priorities with the Project Coordinator, Logistics Coordinator and HR Manager.
  • Plans routine project logistics works and activities in collaboration with Project Coordinator and Logistics Coordinator.
  • Works on making project logistics team autonomous in terms of communication, planning, organization, time management, reporting, etc.
  • The direct manager of six supervisors. He/she is responsible for supervising and coaching the staff under his/her supervision.
  • In close collaboration with the LnD unit of the project/mission, he manages the carrier of his/her subordinates and supervises them from the recruitment phase, onboarding, monitoring, and access to training including end of contract.
  • Gives technical support to the administrative elaboration of the contracts that are signed in the project (e.g. facilities, vehicle renting, construction & rehabilitation works, etc.).
  • Performs the yearly or midterm feedback and feedforward sessions of his/her supervisees.

Specific Tasks

  • Communicates pro-actively on the follow-up of the logistical initiatives with:
    • The logistics team during Logistics Department meetings.
    • Writing weekly and monthly reports for the attention of the Project Coordinator and Logistics Coordinator. Annexes to attach chronogram of activities & maintenance and fuel follow-up sheet.
  • Guarantees a coherent filling and archiving system for logistical information.
  • Ensure proper functioning of all the technical families under his/her direct supervision (Mobility, ICT, Construction, Biomed and MSF-B/ and supported facilities within Korem project).
  • To mentor and monitor team members, delegate tasks based on strengths, and ensure all team members have the resources to their work effectively.
  • Develop and implement strategies based on project objectives, evaluate team performance, and manage workloads.
  • Encourage the development of teamwork and open-door communication within the teams (Med & non-med).
  • Oversee the smooth execution of daily tasks, including ongoing construction/rehabilitation works, planned routine maintenance and services of vehicles/generators, movement of vehicles, preventive and curative maintenances, and handling of materials/equipment.

Education

  • Essential: Bachelor’s degree in Logistics & Supply Chain Management, Civil Engineering, Electrical Engineering, Electronics & Computer Engineering, Business Administration.
  • Desirable: Master’s degree in Logistics and Supply Chain Management.

Experience

  • Essential:
    • Working experience of at least three (3) years of experience as Logistics Manager and or five (5) years’ experience as Supervisor or previous team leader is required.
    • Good experience in managing and coordinating large teams, extensive knowledge in logistics management with a variety of technical skills.
    • A strong understanding of logistics processes, asset inventory fleet management, construction, fleet management, hospital facilities management and coaching skills (staff capacity building).
  • Desirable: previous humanitarian experience in MSF or other NGOs, and previous experience in humanitarian emergencies

Other Requirements

  • Essential to be fluent in English. Desirable knowledge of any other local language.
  • Excellent written and verbal communication skills.
