About Inter Aide

Inter Aide is a French NGO founded in 1980, specializing in development programs that support vulnerable rural families in meeting their vital needs through sustainable, community-grounded models. Active in Ethiopia since 1988, Inter Aide partners with local institutions to ensure long-term impact beyond project funding. Since 2015, in partnership with RCBDIA, Inter Aide has focused on developing replicable models combining fodder grass integration with Soil and Water Conservation (SWC) in the highland and midland areas of Central and South Ethiopia Region.

Position Summary

Inter Aide France Agriculture Program is seeking a Livestock Senior Technical Advisor to serve as the Project Lead for the Livestock component of the PROCEED project in South and Central Ethiopia (Kembata-Tembaro, Hadiya, and Wolayta zones).

  • Location: Soddo (Wolayita) with weekly trips to Kembata and frequent field travel across targeted zones.
  • Career Level: Senior Technical Advisor
  • Employment Type: Full-time contract (1-year initial contract, renewable based on project agreement)
  • Reporting Line: Reports directly to the Inter Aide Agriculture Coordinator, working in close coordination with the Inter Aide HQ Regional Director and technical/administrative teams in Ethiopia and France.

Key Responsibilities

  • Project Implementation & Technical Lead: Design, execute, and monitor intervention strategies and methodologies for the PROCEED livestock component in alignment with program goals. Conduct routine technical and financial monitoring, cash-flow management, and quality reporting.
  • Institutional Relations & High-Level Government Liaison: Act as the main technical liaison to establish and maintain strong strategic partnerships with key government bodies, including the Regional Bureau of Agriculture (BOA), Zone Agriculture Department (ZAD), and Woreda Agriculture Office (WAO).
  • Team & Government Expert Management: Direct functional management of internal project staff (2 livestock team members) as well as operational supervision and capacity building of government experts embedded in project implementation.
  • Financial & Resource Management: Ensure transparent administration of financial and logistical resources, annual budget development, expenditure tracking, and compliance with administrative procedures.
  • M&E & Capitalization: Establish robust monitoring and evaluation systems to measure project impact, drive methodological learning, and capitalize on project outcomes.

Required Knowledge, Skills & Competencies

  • Government Liaison & Management: Strong capacity to engage high-level government officials while directly guiding and supervising government focal experts and internal teams in project execution.
  • Strategic Leadership: Proven capability to endorse and implement strategic priorities.
  • Technical Assistance & Training: Hands-on experience delivering technical guidance, training, and capacity-building models to local institutions and field teams.
  • Operational Autonomy: Strong organizational skills, field-oriented mind-set, and ability to manage resources and operations autonomously.
  • Software Proficiency: Advanced skills in MS Office Suite (Excel, Word, Access, and PowerPoint).

Job Requirement

  • Education: Master’s degree in Livestock Production/Health or a closely related field.
  • Experience: Minimum of 7 years of proven project management experience, preferably within the agricultural/livestock sector and international NGO or institutional context.
  • Languages: Excellent written and spoken command of both English and Amharic.
