ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Junior Finance Expert II position who meet the following requirements.

Job Summary

The Junior Finance Expert assists in financial planning, budgeting, reporting, and compliance to ensure efficient management of funds. They support senior finance professionals by maintaining financial records, processing payments, monitoring expenditures, and ensuring adherence to government financial policies and regulations. This role requires attention to detail and familiarity with public financial management systems.

Duties and responsibilities

Financial Transactions

• Check the submitted payment request documents are fulfilled and process payments
• Record payment transactions/ Invoices and follow-up the approval process invoices
• make sure/follow up all payments are made in the financial system and deducted from the bank account
• Record collected revenues in the system based on deposit slips
• Follow-up receivables that they record.
• Ensure timely clearance of outstanding balances.

Financial Reporting & Documentation

• Maintain accurate financial records and ensure proper documentation.
• Submit financial documents in a proper transaction detail order.
• Assist in compiling reports for internal and external audits.

 Expenditure & Cash Flow Management

• Monitor daily transactions and ensure timely processing of payments.
• Assist in forecasting financial needs and expenditure planning.

Compliance & Internal Control

• Ensure financial transactions comply with public financial management laws and regulations.
• Assist in risk assessments and internal control checks.
• Support audits by providing necessary documents and explanations.

Use of Financial Systems

• Utilize financial management systems like IFMIS or ERP for data entry and reporting.
• Ensure data accuracy and integrity in financial systems.
• Generate financial reports using accounting software

Stakeholder Coordination

• Assist in financial communication with banks
• Support collaboration between finance teams and auditors
• Provide financial data and document for decision-making.
• Perform other duties as assigned by your line manager.

Specification:

Education and Work Experience:

• Masters or BA degree in Accounting and Finance, Management, or related fields.
• 2 years for Masters or 4 years relevant experience for BA.

Know-How (Skills) (Technical competencies):

• Proficiency in financial modeling, data analysis tools, and financial management.
• Strong analytical and critical thinking skills, with the ability to interpret complex financial data.
• Excellent communication and presentation skills, with the ability to convey financial concepts to both financial and non-financial stakeholders.
• Ethical mindset with a commitment to transparency, integrity, and responsible financial practices.
