MOH coordinator position for Integrated Diabetes and Hypertension prevention & control project at primary health care level in Ethiopia

FMOH coordinator on Integrated Diabetes and Hypertension prevention & control project to be implemented in twelve regions and two city administrations.

1. Background

In collaboration with the Federal Ministry of Health (FMOH) and partners, EDA works to advance diabetes prevention, education, care, and treatment services, while promoting equitable access to essential medications, supplies, and technologies.

EDA has secured a four-year grant from the World Diabetes Foundation to implement the project titled: “Increasing Accessibility of Integrated Diabetes and Hypertension Services in Ethiopia.” This project will be implemented across 100 primary hospitals, 300 health centres, and 1,500 health posts in all regions and city administrations of Ethiopia.

The Ministry of Health in collaboration with Ethiopian Diabetes Association is conducting an integrated diabetes and hhypertension prevention and control project in twelve regions and two city administrations. The project includes diabetes and hypertension prevention through screening, treatment, care and health education at point of care on service uptake and treatment adherence, as well as awareness campaigns at community and schools.

2. Job Summary

The Senior Project Coordinator will be seconded to the Ministry of Health to lead day-to-day coordination, alignment, and implementation of project activities in close collaboration with national and sub-national stakeholders.

The role focuses on ensuring that project interventions are:

• Fully aligned with national NCD strategies and priorities
• Effectively coordinated across MOH departments, Regional Health Bureaus (RHBs), and partners
• Successfully implemented to strengthen decentralized diabetes and hypertension services

The coordinator will facilitate collaboration among stakeholders, ensure smooth communication between EDA and government structures, and support implementation of interventions aimed at improving prevention, early detection, treatment, and long-term management of diabetes and hypertension within the primary healthcare system.

The position will also support capacity building, monitoring, and system strengthening efforts, while ensuring sustainability and integration of decentralized NCD services within the national health system. Additionally, the position holder will organize and coordinate high level workshops to develop training manuals, protocols, guidelines and other materials on diabetes and hypertension.

2.1. Job description/ responsibilities:

Reporting to the Ministry of Health and coordinating with EDA project manager to perform duties listed below.

Key Job Responsibilities:

2.1.1. Strategic Coordination & Alignment

• Ensure alignment of project activities with national NCD strategies, policies, and guidelines
• Support integration of project interventions into primary healthcare and health system strengthening initiatives
• Facilitate coordination between MOH directorates, RHBs, and partners
• Participate in national technical working groups (TWGs) and coordination platforms
• Support the development and implementation of a sustainable scale-up plan for NCD care integration within Primary Healthcare (PHC), scale-up strategies for decentralized NCD services

3. Project Coordination & Implementation

• Serve as the primary coordination focal point between EDA, MOH, RHBs, and implementing partners
• Coordinate implementation of project activities across all levels (national, regional, facility, community)
• Collaborate with project teams while developing and monitoring annual work plans, budgets, and implementation schedules
• Ensure timely execution of planned activities and achievement of project targets
• Lead the coordination of timely reporting from all regions on integrated diabetes and hypertension project activities on a monthly basis to ensure data quality;
• Provide regular updates on mentoring and technical support to health care workers and other stakeholders on providing diabetes and/or hypertension treatment according to the national NCD treatment protocol, and reporting of diabetes and hypertension data using a standardized recording and reporting system.
• Coordinate training and capacity-building activities for healthcare workers, health extension workers and health facility administers
• Coordinate mentorship and supportive supervision activities of EDA project coordinators and regional health bureaus.
• Coordinate the quarterly project supervision in collaboration with EDA project coordinators and health bureaus.
• Coordinate the overall NCD awareness creation activities, campaigns, and health education programs.
• Coordinate the regular analysis of surveillance and epidemiological data and share findings with MOH and EDA project manager for appropriate follow up.
• Collaborate with MOH and EPSS in planning for and monitoring of drug availability and timeliness of drug delivery to all health facilities in the project sites;
• Undertake other technical assistance activities as deemed appropriate and necessary by the MOH and collaborating Institutes.
• The selected candidate is expected to work in unison with the other co-workers including Regional and woreda health bureau.
• Strengthen collaboration among MOH departments (NCDs), Regional Health Bureaus, Professional associations and NGOs and academic institutions and patient groups
• Facilitate regular coordination meetings and joint planning sessions
• Promote effective communication and information sharing among stakeholders
• Support advocacy efforts for resource mobilization and policy support
• Support and coordinate development and adaptation of training materials, clinical protocols and guidelines
• Support strengthening of health information systems (e.g., DHIS2), patient tracking and reporting systems and supply chain systems for essential NCD commodities
• Coordinate and support the development and implementation of quality improvement (QI) initiatives at the facility and community levels, ensure adherence to national standards and protocols
• Coordinate implementation of monitoring and evaluation frameworks
• Share key performance indicators (KPIs) and key project deliverables with stakeholders
• Facilitate data review meetings and use of data for decision-making
• Support documentation of best practices, success stories, lessons learned
• Contribute to preparation of technical reports and donor updates

4. Qualifications, experience and competencies:

Qualification and Experience:

• University degree with a master’s in public health, Epidemiology, or related field
• Minimum of 8 years and above of relevant professional experience in public health programs
• Demonstrated experience in project coordination, stakeholder engagement, and health systems strengthening
• Strong knowledge of NCD programs, particularly diabetes and hypertension
• Experience working with government institutions (MOH, RHBs)
• Familiarity with WHO frameworks (e.g., PEN, HEARTS)
• Excellent communication, coordination, and reporting skills
• Fluency in English and Amharic

Desirable:

• Experience working in or with the Ministry of Health
• Experience in digital health or health information systems
• Strong understanding of the Ethiopian health system

Skills and Competencies:

• Candidates must have good computer skills, especially in Excel. (Applicants are likely to be tested in Excel and MS Office, to confirm their suitability);
• Candidates must have excellent communication skills with fluency in spoken and written English;
• Willingness and ability to travel (up to about 15 days in a month) travel within the assigned district to health facilities at different levels, is essential.

5. Compensation offered:

• Negotiable. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

6. Renumeration :

• The successful candidate shall be issued an initial contract for one year, with possibility of extension based on performance and project need (or funding).
