Mother and Child Development Organization is a non-governmental, non-political, non-religious and non-profit making indigenous organization established to improve the livelihood of impoverished women and children directly working at the grass root level with the local communities to address their needs and to enhance sustainable development in Somali region and Ethiopia since 1997.

01. Senior Finance Officer

Location: Jigjiga, Somali Region      |     Deadline: March 10, 2026

ROLE PURPOSE:

The Senior Finance Officer is responsible for financial strategic planning, reporting, budgeting, and forecasting. The role ensures compliance with donor requirements, host country tax regulations, and proper documentation of transactions. Reporting directly to the Head of Finance, the Senior Finance Officer leads and coordinates the finance team, analyzes financial performance to provide insights for decision-making, and manages cash flow, internal controls, and audits.

Reports to: Head of Finance.

Location: Jigjiga

Staff directly reporting to this post: Finance Officers

KEY AREAS OF ACCOUNTABILITY:

• Manage payments (cash/check) and cash collections; maintain bank and cash registers.
• Oversee petty cash utilization, replenishment, and voucher collection.
• Ensure all transactions are properly authorized, documented, donor-compliant, and tax-compliant.
• Review, verify, and input financial documents; maintain proper filing and scanning of originals.
• Monitor advances and floats, ensuring timely settlement and accurate reporting of receivables/payables.
• Verify and certify payment documentation, coding, and authorization.
• Apply statutory deductions (income tax, withholding tax, pension fund, etc.) in all payments.
• Ensure compliance with purchasing procedures and accurate coding of expenditures.
• Administer pension funds and staff benefits for field and main office employees.
• Prepare monthly payroll tax and pension schedules; reconcile with general ledger and ensure timely settlement of government obligations.
• Process final payments for departing employees in line with HR policy.
• Maintain and update payroll files and monthly payroll records.
• Resolve backlog issues related to staff salaries and benefits.
• Support the Finance Department with additional tasks as required.

About You

  • Undergraduate degree in Accounting, Finance, or related field
  • Master’s degree in business or related field an added advantage
  • Minimum of 8 years’ relevant experience in finance or accounting, preferably within Ngo context.
  • Experience in using an accounting software package like QuickBooks, Tally, Sage, and Xero.
  • Strong financial analytical skills.
  • Excellent proficiency in the use of Microsoft Office packages: Word, Excel, and PowerPoint.
  • A self-starter with initiative and the ability to multi-task, work under pressure and meet deadlines.
  • Excellent communication skills and comfortable working with senior-level colleagues.
  • Strong numeracy and literacy skills.
