TWA intervention in Ethiopia is to contribute to the sustainable improvement of the living conditions of the smallholder farmers and deprived people. This can be achieved by performing projects which focus on improving agricultural productivity, and stimulating entrepreneurship that are implemented both in rural and urban contexts.

01. BAF Program Accountant -Internal/External

TWA is seeking a qualified and experienced professional for the position of BAF Program Accountant for its program, “Empowering Women and Men through Sustainable Employment and Entrepreneurship Development in Lemi Kura Sub-City.”

Job Purpose

The BAF Program Accountant will be responsible for the day-to-day financial management, accounting, budget monitoring, financial reporting, and financial documentation of the BAF Program. The position will ensure that all financial transactions comply with TWA’s financial policies and procedures, donor requirements, applicable government regulations, and accepted accounting standards.

Key Duties and Responsibilities

  • Maintain complete, accurate, and up-to-date accounting records for the BAF Program and TWA Finance.
  • Prepare and process payments, payment vouchers, journal entries, and other financial transactions with appropriate supporting documents.
  • Monitor program expenditures against the approved budget and regularly report budget utilization and variances.
  • Prepare monthly, quarterly, annual, and donor-required financial reports accurately and on time.
  • Maintain proper cash and bank records and undertake regular bank reconciliations.
  • Ensure that all expenditures are properly authorized, adequately supported, and charged to the correct budget lines.
  • Maintain proper financial filing and documentation systems to ensure audit readiness and easy retrieval of records.
  • Ensure timely settlement and follow-up of staff advances, receivables, and payables.
  • Ensure statutory deductions, taxes, and other financial obligations are properly calculated and processed in accordance with applicable regulations.
  • Support internal and external audits and provide the required financial documentation and explanations.
  • Assist the program team in budget planning, forecasting, expenditure analysis, and financial decision-making.
  • Ensure compliance with TWA’s financial and procurement policies, donor requirements, and applicable government regulations.
  • Perform other finance and administrative duties assigned by the immediate supervisor.

Qualification and Experience

Education:

  • A minimum of a Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. A Master’s degree is preferred.

Experience:

  • Minimum of seven (7) years of relevant professional experience for candidates with a BA/BSc degree; or
  • Minimum of five (5) years of relevant professional experience for candidates with an MA/MSc degree.
  • Candidates must have financial management and administration experience within local and/or international NGOs.
  • Experience in donor-funded project financial management, budgeting, financial reporting, compliance, and audit preparation is highly desirable.

Required Competencies

  • Strong knowledge of accounting, budgeting, financial reporting, and internal control systems.
  • Good understanding of NGO and donor financial management and compliance requirements.
  • Strong analytical, numerical, organizational, and problem-solving skills.
  • High level of integrity, accountability, confidentiality, and attention to detail.
  • Proficiency in accounting software and Microsoft Office applications, particularly Excel.
  • Ability to prepare accurate financial reports and meet reporting deadlines.
  • Good written and verbal communication skills in English and Amharic.
  • Ability to work effectively with program, finance, management, government, and partner teams.

TWA is seeking a qualified and experienced professional for the position of BAF Program MEAL Officer for its program, “Empowering Women and Men through Sustainable Employment and Entrepreneurship Development in Lemi Kura Sub-City.”

Job Purpose

The BAF Program MEAL Officer will be responsible for coordinating and implementing the program’s Monitoring, Evaluation, Accountability and Learning (MEAL) system. The position will ensure effective tracking of program results, quality data collection and analysis, accountability to program participants, documentation of lessons learned, and timely reporting to support evidence-based decision-making.

Key Duties and Responsibilities

  • Develop and implement the program MEAL plan, tools, indicators, and reporting mechanisms.
  • Establish and regularly update program baseline, target, output, outcome, and beneficiary databases.
  • Coordinate routine monitoring of program activities, outputs, outcomes, and indicators against approved plans and targets.
  • Design and administer appropriate quantitative and qualitative data-collection tools.
  • Ensure the quality, completeness, accuracy, consistency, and timely reporting of program data.
  • Conduct regular field monitoring and provide feedback to the program team for corrective action and continuous improvement.
  • Support baseline assessments, periodic reviews, surveys, evaluations, and other program assessments.
  • Track participants’ progress in training, employment, entrepreneurship, enterprise development, and economic self-reliance.
  • Ensure that program data are appropriately disaggregated by sex, age, disability, location, and other relevant characteristics.
  • Strengthen accountability to program participants through appropriate community feedback and complaint-response mechanisms.
  • Facilitate learning and reflection sessions and document lessons learned, good practices, challenges, success stories, and evidence of change.
  • Prepare and contribute to periodic program progress and MEAL reports for TWA management, donors, government offices, and other stakeholders.
  • Build the capacity of program staff and relevant partners on MEAL tools, data quality, documentation, accountability, and results-based management.
  • Perform other related duties assigned by the immediate supervisor.

Qualification and Experience

Education:

  • Minimum BA/BSc degree in Statistics, Project Management, Business Management, Development Studies, or other related fields. A Master’s degree is preferred.

Experience:

  • A minimum of five (5) to seven (7) years of relevant professional experience, of which at least four (4) years should be within NGOs in PMEL/MEAL-related positions, such as PMEL/MEAL Officer, Coordinator, or Manager.
  • Experience in results-based monitoring, database management, data analysis, evaluation, accountability, and learning is highly desirable.

Required Competencies

  • Strong knowledge of MEAL/PMEL systems, results frameworks, indicators, and data-quality assurance.
  • Demonstrated skills in quantitative and qualitative data collection, analysis, interpretation, and reporting.
  • Experience in designing monitoring tools, surveys, databases, and reporting systems.
  • Strong analytical, report-writing, communication, and facilitation skills.
  • Good knowledge of accountability, learning, gender, safeguarding, and social inclusion principles.
  • Proficiency in Microsoft Excel and relevant statistical/data-management software.
  • Ability to work effectively with program participants, government stakeholders, partners, and multidisciplinary teams.
  • Good command of English and Amharic, both written and spoken.

TWA is seeking a qualified, experienced, and motivated candidate for the position of Project Officer for its BAF-supported program, “Empowering Women and Men through Sustainable Employment and Entrepreneurship Development in Lemi Kura Sub-City.”

Job Purpose

The Project Officer will support the effective implementation, monitoring, and documentation of the BAF Program. The position will work directly with program participants, government offices, TVET institutions, community structures, and other stakeholders to promote sustainable employment, entrepreneurship, and economic empowerment.

Key Duties and Responsibilities

  • Support the identification, assessment, verification, and enrollment of eligible program participants.
  • Facilitate community mobilization, orientation, training, mentorship, and participant follow-up.
  • Conduct regular social and economic assessments and provide appropriate case-management and referral support.
  • Support participants in developing sustainable employment, livelihood, and entrepreneurship pathways.
  • Facilitate linkages with TVET institutions, financial service providers, government offices, markets, and other relevant stakeholders.
  • Closely monitor participants’ progress in vocational training, enterprise establishment, employment, and income-generating activities.
  • Support women’s groups, peer-support mechanisms, and other community-based structures established by the program.
  • Ensure gender equality, social inclusion, safeguarding, confidentiality, accountability, and do-no-harm principles throughout implementation.
  • Collect and maintain accurate program and participant data and contribute to monitoring, learning, and reporting.
  • Prepare periodic activity plans, field reports, case documentation, success stories, and progress reports.
  • Maintain strong coordination with Lemi Kura Sub-City and woreda-level government offices and other program partners.
  • Perform other related duties assigned by the immediate supervisor.
  • Good command of Amharic and English.
