Amref Health Africa, alongside Ethiopia’s Ministry of Health (MOH) and various partners, is leading the Integrated Health System Strengthening (IHSS) project funded by the Gates Foundation.

As a key sub-grantee, the EEA piloted a Public Financial Management (PFM) Mentorship and Coaching Program over the past year across five regions, 15 woredas, and 67 health facilities, enhancing financial management capacities in the pilot health facilities.

Currently, to build on the pilot’s success, in collaboration with Amref Health Africa, alongside Ethiopia’s Ministry of Health (MOH) and the funder, EEA, plans to expand the PFM mentorship program to an additional 169 health facilities across 35 woredas in five specific regions, Oromia, Amhara, Sidama, Somali, and Afar

Key responsibilities include:

As the technical oversight and quality assurance lead, the expert will be responsible for:

  • Mentor Support: Providing direct technical assistance, guidance, and strategic support to the PFM mentors selected from Woreda Finance offices to ensure they can effectively perform their duties.
  • Quality Assurance: Monitoring, evaluating, and reviewing the mentorship processes and outputs to maintain compliance with established PFM standards and best practices.
  • Capacity Building: Identifying knowledge gaps among mentors and local staff and developing targeted interventions or tools to address them.
  • Reporting and Oversight: Tracking the progress of the mentorship program and providing structured feedback to enhance the fiscal management capabilities at the local governance level.

Required number:

  • One for each region of Afar, Sidama, and Somali.
  • Two for each region of Amhara and Oromia.

Payment terms and operational structure

  • Nature of Employment: The contract established herein is a full-time professional consultant. Designated strictly as a short-term employment agreement (project-based). The initial duration of this contract shall be for a fixed term of six (6) to nine (9) months.
  • Payment: EEA will provide a competitive flat gross monthly fee, payable each month to the expert upon official completion and approval of the technical deliverables.

Qualifications and Experience:

  • Minimum of BA in Accounting, Public Finance, or related fields.
  • Minimum 10 years of hands-on PFM experience in government, international organizations, or consultancy.
  • Speaking and writing skills in the local language of the respective region is mandatory,
  • Fluency in speaking and writing in English.
  • Work experience in similar roles in at least one of the regions.
  • Professional certifications (e.g., TOT).
  • Able to work and live in the assigned region.
