Job Description

With financial support from Social Development Direct, Hiwot Ethiopia is implementing safeguarding projects in Addis Ababa and the Amhara and Tigray regions. The Monitoring, Evaluation, and Learning (MEL) Coordinator is responsible for leading the design, implementation, and strengthening of MEL systems across Hiwot Ethiopia’s programs. The role ensures the systematic collection, analysis, and reporting of high-quality data to monitor project performance, inform decision-making, and promote organizational learning, accountability, and continuous improvement.

The MEL Coordinator will also ensure that all MEL processes are aligned with safeguarding principles, including the Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH). This includes integrating ethical data collection practices, maintaining confidentiality, and establishing accountability mechanisms throughout program implementation.

Key Responsibilities

2.1. MEL System Development and Implementation

• Develop and operationalize MEL plans, tools, and indicator tracking systems aligned with project objectives and donor requirements.
• Support the design of logical frameworks, theories of change, and performance indicators.
• Ensure proper documentation, updating, and secure storage of MEL frameworks and databases.
• Integrate safeguarding and PSEAH considerations into MEL systems and tools.

2.2. Data Collection, Management, and Analysis

• Design data collection tools, methodologies, and reporting templates.
• Oversee routine data collection, verification, and validation processes to ensure data quality.
• Analyze quantitative and qualitative data to assess program performance and outcomes.
• Maintain accurate, secure, and up-to-date program databases in line with data protection standards.
• Ensure data collection processes are ethical, inclusive, and do not expose beneficiaries to harm.

2.3. Monitoring and Reporting

• Track progress against project indicators and targets.
• Prepare timely periodic reports (monthly, quarterly, and annual) for internal and donor use.
• Support baseline, midline, and end-line surveys and evaluations.
• Ensure compliance with organizational, donor, and safeguarding reporting standards.

2.4. Learning and Knowledge Management

• Document best practices, lessons learned, and success stories.
• Facilitate learning events, reflection meetings, and knowledge-sharing sessions.
• Promote evidence-based and adaptive decision-making across programs.

2.5. Capacity Building and Technical Support

• Train and mentor program staff and partners on MEL tools, data quality standards, and ethical data collection practices.
• Provide technical support to ensure effective implementation of MEL activities.
• Strengthen staff capacity in data management, analysis, reporting, and safeguarding integration.

2.6. Field Monitoring and Quality Assurance

• Conduct regular field visits to monitor project implementation and data quality.
• Perform Data Quality Assessments (DQAs) and ensure adherence to MEL standards.
• Identify gaps and recommend corrective actions to improve program performance.

2.7. Teamwork and Coordination

• Work closely with and provide technical support to RSH2 and other project/program staff.
• Promote teamwork and collaboration across all organizational programs.
• Coordinate with partners, stakeholders and donors to ensure harmonized MEL practices.

2.8. Safeguarding and PSEAH Responsibilities

• Ensure all MEL activities adhere to safeguarding policies, including PSEAH.
• Support the integration of safe, confidential, and accessible feedback and complaint mechanisms.
• Promote a zero-tolerance approach to sexual exploitation, abuse, and harassment.
• Ensure that data collection processes respect dignity, confidentiality, and informed consent of participants.
• Report any safeguarding concerns in line with organizational procedures.

Qualifications, Requirements and Desirable Skills

Qualifications and Requirements

• Bachelor’s degree in Statistics, Economics, Development Studies, Public Health, or a related field (master’s degree preferred).
• Minimum of 4–6 years of relevant experience in Monitoring, Evaluation, and Learning, preferably in NGOs.
• Strong knowledge of MEL frameworks, tools, and methodologies.
• Experience with data analysis software (e.g., Excel, SPSS, STATA, or Power BI).
• Excellent analytical, report writing, and communication skills.
• Ability to work independently and collaboratively in a team environment.
