Job Description

Terms of Reference (ToR) for Local External Auditor

Objectives and Scope of the Audit

The objective of the audit is to obtain reasonable assurance on the annual financial statements and to provide an independent professional opinion on whether they are prepared, in all material respects, in accordance with the applicable reporting framework, donor requirements, and Ethiopian statutory and regulatory requirements. The audit shall also assess the adequacy of internal controls, compliance arrangements, and financial management practices relevant to SNV Ethiopia’s operations.

The auditors shall express an independent professional opinion on whether the annual financial statements present fairly, in all material respects, the financial position, financial performance, and cash flows of SNV Ethiopia in accordance with the applicable reporting standards and the requirements of the Authority for Civil Society Organizations (ACSO) Proclamation No. 1113/2019 and related regulations in Ethiopia.
The audit shall be conducted in accordance with International Standards on Auditing (ISAs), applicable Ethiopian audit and accounting requirements, the requirements of ACSO, and any relevant donor-specific audit conditions. The auditors shall comply with all professional, ethical, independence, and statutory obligations applicable to audit practitioners in Ethiopia.
The audit shall primarily be conducted from the Addis Ababa office. Where transactions, supporting documents, assets, or controls relate to satellite or project offices, SNV Ethiopia shall make selected records available centrally. The auditors may request additional evidence, clarifications, or remote verification procedures where necessary to support the audit opinion.

Authorization by the authority for Civil Society Organizations to conduct audits for non-profit organizations
Legal Status (Certificate of registration, renewed related license, TIN, VAT, and others)

The Audit firm should hold should be “A” grade classification, as per the Previous grading system (By General Auditors) or an equivalent rating by the Accounting and Auditing Board of Ethiopia (AABE), which is currently the governing and certifying body for auditors

How to Apply

Procedure for submission of proposal

Submission is acceptable in both hard copies or email/ soft copies/.

For email /soft copies/ applicants: Both the Technical and Financial proposals should be sent separately, through: ettenders@snv.org

Therefore, SNV will expect two submission emails that are for the technical and financial offers.

Both email subjects must contain the name of the assignment and proposal type. If the consultants miss the submission procedure, they will be automatically rejected.

2. For hard copy applicants: Technical and financial proposals must be submitted with separate sealed envelopes to the SNV office address below.

All bid prices should be valid for 90 days, and prices shall be quoted in ETB.
