INVITATION TO BID FOR THE CONSTRUCTION OF 15 VIP LATRINES IN ARBA MINCH ZURIA WOREDA (7), GAMO ZONE & KARAT ZURIA WOREDA (5), KENA WOREDA (3) KONSO ZONE, SOUTHERN ETHIOPA REGION.

Swiss Church Aid (HEKS-EPER) Ethiopia is a non-governmental organization (NGO), non-political, non-profit, and secular organization. HEKS/EPER is supporting projects in Ethiopia since 1972, registered under the Charities and Societies Proclamation No. 1113/2019 on October 22, 2019, with registration number 0785 as an “Ethiopian Resident Charity”. HEKS/EPER works with vulnerable communities, including pastoralists, internally displaced persons and female-headed households, providing support in the areas of water, hygiene and sanitation, food security, protection, natural resource management, agroecology, market system development and institutional engagement.

The HEKS/EPER Southern Ethiopia Coordination Office in Arba Minch town of Gamo Zone in southern Ethiopia Region, is working on a WASH project in partnership with Konso development Association (KDA) in Gamo and Konso Zones, which is funded by SDC under the Swiss Water and Sanitation Consortium and HEKS/EPER Co-funding. For this project, HEKS/EPER would like to invite potential bidders FOR THE CONSTRUCTION OF 15 VIP LATRINES WITH IN 5 LOT IN ARBA MINCH ZURIA WOREDA (7), GAMO ZONE& KARAT ZURIA WOREDA (5), KENA WOREDA (3) KONSO ZONE, SOUTHERN ETHIOPA REGION.

The construction works include civil and structural works, supply and construction, based on the quantified BoQ’s and findings from the site inspection.

Lot 1: Construction of three (3) VIP latrines at Lantie, Chano mile and Cnano chaliba schools of Arba Minch Zuria Woreda, Gamo zone, Southern Ethiopia Region.

Lot 2: Construction of three (4) VIP latrines at Sile sira, Sile Mulu, Qolla shelle and Fango Zeysie schools of Arba Minch Zuria Woreda, Gamo zone, Southern Ethiopia Region.

Lot 3: Construction of three (3) VIP latrines at Baedie, Ataya and Buso schools of Karat Zuria Woreda, Konso zone, Southern Ethiopia Region.

Lot 4: Construction of two (2) VIP latrines at Gocha and Kemale schools of Karat zuria woreda and kena woreda, Konso zone, Southern Ethiopia Region.

Lot 5: Construction of three (3) VIP latrines at Serebo, Kaho and Fasha schools of karat zuria and kena woreda, Konso zone, Southern Ethiopia Region

Potential contractors of Level General Contracting license (GC 5 and above) with valid licenses, prior contracting experience, and a recommendation from an INGO or government organization for similar work, can obtain a complete set of bidding documents from Swiss Church Aid (HEKS/EPER) Ethiopia by formally requesting the documents via email to: procurement.eth@heks-eper.org attaching proof (Scan Copy of bank Advice) of payment of the non-refundable fee of ETB 500.00 (Five Hundred Ethiopian Birr) to HILFESWERK DER EVANG LISCHEN KIRCHE bank account 1000020684791 at Commercial Bank of Ethiopia (CBE), Wollo Sefer Branch, along with a copy of their contracting license and ID; requests will be accepted from December 2, 2025, until December 21, 2025.

1. All submissions must be made electronically through procurement.eth@heks-eper.org including a scanned copy of the 1% CPO in the financial document folder.
2. Bidders are required to demonstrate their methodology, equipment, personnel, work schedule, site visit certificate, and attach related work experience in the technical offer document.
3. The filled Bill of Quantities must be submitted in the format provided with the tender documents, including a unit price and adding 15% VAT to the total amount. Changes to the given quantity and specifications are not allowed; bids that do so will be rejected.
4. All rates and amounts entered in the Bill of Quantities, or any other documents must be expressed in Ethiopian Birr (ETB). Extremely over or underestimated rates may lead to cancellation.
5. The bid will be closed on December 21, 2025, at 5:00 PM. Detailed information on the bidding process and specifications can be found in the Bid Document, which can be requested via email at procurement.eth@heks-eper.org. Please note that personal visits to the office or phone calls are not required.
6. Swiss Church Aid (HEKS-EPER) Ethiopia reserves the right to accept or reject the bid partially or fully.
