International Consultant – Climate-Resilient Standard Expert

Terms of Reference (ToR)

Purpose and Objectives:

Climate change is directly contributing to humanitarian emergencies from heatwaves, wildfires, floods, tropical storms and hurricanes and they are increasing in scale, frequency and intensity. Research shows that 3.6 billion people already live in areas highly susceptible to climate change. Between 2030 and 2050, climate change is expected to cause approximately 250,000 additional deaths per year, from undernutrition, malaria, diarrhea and heat stress alone. The Nationally Determined Contributions (NDC) are at the heart of the Paris Agreement and the achievement of its long-term goals. NDCs embody efforts by each country for reducing greenhouse (GHG) emissions in support of the 2°C target and their priorities on climate adaptation.

Mongolia ratified the Paris Agreement in 2016 and updated its NDC in 2019 with increased ambition to reduce GHG emission from 14% to 22.7% by 2030, compared to the projected emissions under a BAU scenario for 2010. To achieve this, Mongolia will implement concrete measures to mitigate and adapt to climate change by improving its climate change policies, institutional frameworks and governance, access to climate finance, transparency of climate monitoring and reporting, and sectoral capacities. The initial estimations of financing needs for the NDC implementation are around $11.5 billion—$6.3 billion for mitigation and $5.2 billion for adaptation. A knowledge and support technical assistance (TA) on Supporting Climate Policy Actions will assist the Government of Mongolia climate action through enabling climate- relevant policies aligned with the updated NDC targets.

Accordingly, a qualified International Consultant – Climate-Resilient Standard Expert will be recruited to guide the technical development of national standards for climate- resilient livestock under the TA implementation plan.

Expected Outputs:

The qualified International Consultant – Climate-Resilient Standard Expert will deliver

high-quality technical inputs to support the development and refinement of climate-
resilient livestock standards, while facilitating coordination and stakeholder

engagement at national and international levels to ensure technically robust, policy-
aligned, and implementable standards.

Working Principles: The consultant will report to the Director of Risk Governance and Financing Department and coordinate closely with the Climate Finance Specialist and Capacity Building Specialist. The consultant is expected to collaborate with National Climate Standard Specialist to ensure achievement of the overall TA objectives.

Qualifications:

1. A post graduate degree in agriculture, environmental management, environmental law, or a related field is required.

2. A minimum of 10 years of relevant experience in agricultural standard development, livestock systems, or climate-resilient farming practices.

3. Experience in coordination, research, stakeholder mapping, preparation of technical reports, guidelines and other relevant knowledge products.

4. Experience working with national standards agencies or in certification systems is an asset.

5. Similar work experience in Government/INGO/bilateral or multilateral development partner-funded projects is preferable.

6. Demonstrated ability to plan and organize work and time independently.

7. Excellent interpersonal skills, team-oriented work style, and experience in working in a multi-cultural environment.

8. Strong desire to learn, and undertake new challenges, must be a creative problem-solver, must have self-confidence, willing to work hard and to deliver quality work.

9. Excellent command of written and spoken English.

Duty Station: Home-Based

Duration: The total time of the assignment would be 3 months.

Start Date: June 2026 – 31 August 2026

Itinerary: The travel and related cost for transport, seminars, air travel, accommodation etc. will be covered by the project.

Condition of payment: Payment will be made based on the submission of outputs as outlined in the Responsibilities and Tasks section. Remuneration will be provided in consideration of services performed under this Contract, subject to satisfactory delivery and written approval by ADPC.
