Individual Economic Consultant: Development of Midwifery Investment Case

Location: Addis Ababa, Ethiopia

Organization: Ethiopian Midwives Association (EMwA)

Deadline: October 25, 2026

Job Description

The Ethiopian Midwives Association (EMwA) is seeking a qualified and experienced Health Economics/economics consultant to develop Midwifery Investment Case aimed at strengthening investment in midwifery education, services, workforce development, and the overall contribution of midwives to improved maternal, newborn, and reproductive health outcomes in Ethiopia.

The Terms of Reference which outlines the scope and requirements of the consultancy, are provided below.

Background

Global attention and investment in midwifery are increasing as an effective strategy to achieve Sustainable Development Goal 3 (SDG3). To advance this agenda, the Midwifery Accelerator was launched in April 2025 by a global coalition including WHO, UNICEF, and ICM, offering a unified, evidence-driven approach to catalyzing collective efforts for maternal and newborn health and well-being. This initiative aims to expand access to care provided by midwives, aligning with the “Transitioning to Midwifery Models of Care: Global Position Paper.”

A key part of this initiative is encouraging increased domestic and international funding for midwifery through evidence-based advocacy.

In this context, UNFPA has developed a comprehensive “Investing in Midwifery Models of Care” handbook to guide the creation of national investment cases. UNFPA will support the rollout of this framework in several countries, with Ethiopia selected for implementation in 2026. This consultancy is crucial for adapting the global framework to the Ethiopian context, generating country-specific evidence to drive sustainable improvements in midwifery services.

Midwifery models of care are a proven, cost-effective, and sustainable solution. This approach directly addresses the root causes of adverse maternal and newborn health outcomes, strengthens health systems, advances public health, supports healthier future generations, and accelerates progress towards SDG 3 (health and well-being) and SDG 5 (gender equality).

The Ministry of Health of Ethiopia is currently developing the Midwifery Model of Care protocol and implementation guideline and has commenced piloting the model in 2026 in selected regions.

Building on this momentum, UNFPA in collaboration with MOH Ethiopia and the Ethiopian Midwives Association (EMwA) will develop an Ethiopia specific Midwifery Investment Case. This case will guide strategic investments, policy formulation, alignment with the existing National Human Resource for Health strategic plan (2024–2030) and Nursing and Midwifery roadmap (2025–2034), and resource mobilization, with the goal of improving maternal and neonatal health outcomes in the country.
