The African Union Commission invites Expressions of Interest from qualified individual consultants to support the development of continental guidelines for the harmonisation of Consumer Price Index (CPI) methodologies under the Eastern Africa Regional Statistics Program‑for‑Results (EARSPforR).

The assignment aims to address inconsistencies in CPI compilation across African Union Member States by developing a harmonised methodological framework that improves data quality, comparability, and reliability. A harmonised CPI will strengthen economic analysis, support fiscal and monetary policy coordination, and enhance regional integration and monitoring of development agendas, including Agenda 2063 and the Sustainable Development Goals.

Scope of the Assignment

The consultant will be responsible for developing comprehensive guidelines on CPI harmonisation, including:

• Reviewing existing CPI methodologies and best practices across Member States
• Proposing a common framework for product selection, weighting, data sources, and periodicity
• Developing standardised metadata and reporting tools for National Statistical Offices
• Supporting stakeholder consultations and validation processes
• Producing a final, policy‑relevant guideline document with actionable recommendations

Duration

The consultancy will be conducted over a period of three months (90 days) and will be carried out remotely, in close collaboration with STATAFRIC and relevant stakeholders.

Required Qualifications

Interested candidates should have:

• At least a Master’s degree in statistics, economics, econometrics, or a related field
• Extensive professional experience in CPI production, analysis, and statistical harmonisation
• Strong knowledge of data governance, institutional coordination, and regional statistical systems
• Excellent analytical, reporting, and communication skills
• Proficiency in at least one African Union working language (Arabic, English, French, or Portuguese)
