Objectives of the assignment

The primary objective of this consultancy is to develop a Project Implementation Manual for the “Climate-Resilient Community Access to Safe Water…” project. The PIM will be a comprehensive document that translates the project design (as per the GCF funding proposal) into actionable implementation guidelines. It will spell out the procedures and detailed arrangements required for the successful delivery of the project’s objectives.

This includes aligning the project’s implementation framework with GCF policies and conditions, as well as with national systems such as the CRGE Facility’s operational guidelines. Ultimately, the PIM will serve as a practical blueprint for all project stakeholders, from federal ministries to regional bureaus and local implementing partners, to coordinate efforts and ensure the project’s results are achieved in an efficient, transparent, and sustainable manner.

1.2.          Scope of Work

The Consultant will carry out the following tasks to achieve the stated objective:

• Document Review: Conduct an in-depth review of all relevant project documents and reference materials. This includes the GCF Funding Proposal and associated annexes for the project, the GCF term sheet/Board approval conditions, the CRGE Facility Operations Manual among others. The aim is to fully understand the project’s technical components, institutional arrangements, and donor requirements, and to draw lessons on PIM structure and content from past experience.
• Inception Report: Prepare an Inception Report outlining the methodology, work plan, and PIM annotated outline. Hold initial consultations with the client (MoF/CRGE Facility) and key stakeholders to clarify expectations, gather preliminary inputs, and agree on the PIM structure (ensuring it will mirror the proven structure of the previous PIM for consistency). The inception report should detail the proposed table of contents for the PIM, a list of information required, and a schedule of activities and stakeholder engagements.
• Stakeholder Consultations: Engage with all key stakeholders involved in the project to gather information and ensure buy-in. This will include consultations and interviews with officials from MoF (particularly the CRGE Facility team), MOIL, MOWE, relevant regional bureaus (regional finance bureaus and water/irrigation bureaus in Amhara and Oromia), and any other executing entities or partners. The consultant should visit or communicate with project sites/communities as necessary to capture on-the-ground implementation considerations. These consultations will inform the PIM’s content on roles, responsibilities, and processes. A summary of inputs from stakeholders will be compiled as part of the consultation process.
• Drafting the PIM: Develop a comprehensive Draft Project Implementation Manual. The PIM should be structured and written in a clear, user-friendly manner, covering all operational aspects of the project. The draft PIM should clearly delineate processes and timelines for planning, implementation, and oversight, ensuring consistency with both GCF requirements and government procedures. It should also incorporate any specific conditions or recommendations from the GCF approval (for example, any special oversight or co-financing requirements) and ensure alignment with the CRGE Facility’s existing operational guidelines.
• Integration of Best Practices: While drafting, integrate best practices and lessons learned from relevant projects. Ensure that the manual clearly addresses any gaps or challenges identified in past implementation, such as coordination between agencies, data reporting formats, or community engagement processes.
• Presentation and Validation: Present the Draft PIM to key stakeholders in a validation workshop or meeting. The consultant will prepare a presentation summarizing the PIM’s content, and solicit feedback, clarifications, and additional inputs from participants. The consultant will document the feedback received and facilitate discussions to reach consensus on any required revisions. A brief workshop/consultation report will be prepared, highlighting the key feedback and decisions made during the validation process.
• Finalize the PIM: Incorporate all feedback and comments from the client and stakeholders to produce the Final PIM. This will involve updating the draft to address input from the validation workshop, written comments from stakeholders, and any additional guidance from the GCF or project steering committee as required. The consultant should ensure the final document is coherent and comprehensive, with all sections complete and internally consistent. The Final PIM should be delivered in high-quality English, formatted for professional use. The final version should be ready for official adoption and use by the project’s implementing entities.
• Support and Handover: Provide support in the initial phase of PIM adoption. This may include a briefing or training session for the project implementation team and relevant stakeholders on how to use the PIM, highlighting key procedures and responsibilities outlined. The consultant will address any final queries and ensure that the project team is confident in operationalizing the manual. All source files and reference materials shall be handed over to the client. A short completion report will be prepared by the consultant, summarizing the work undertaken, outputs delivered, and any recommendations for future improvements or follow-up actions.

The consultant is expected to deliver the following outputs during the assignment (aligned with the scope of work tasks):

1. Inception Report: including a detailed work plan, methodology, and outline of the PIM (after initial document review and kickoff meetings).
2. Draft Project Implementation Manual (PIM): a comprehensive draft covering all required sections and content as outlined above, submitted for review and stakeholder validation.
3. Stakeholder Consultation and Validation Report: a brief report summarizing the stakeholder consultation process (meeting minutes, key feedback from the validation workshop, and agreed revisions). (Note: the conduct of the validation workshop itself is part of the consultant’s tasks; this report is the documented output of that activity.)
4. Final Project Implementation Manual: a finalized PIM incorporating all feedback, ready for use.
5. Completion Report: a concise report (approximately 3-5 pages) summarizing the consultancy activities, outcomes, and any lessons learned or recommendations.

All deliverables should be submitted in English and in formats agreed with the client (e.g., Microsoft Word for textual documents). The Final PIM should also be provided in word and PDF format for easy distribution. Deliverables will be considered complete only upon acceptance and approval by the client (Ministry of Finance/Project Management).

Duration of the Assignment

The assignment will be completed within 95 working days over an expected period of about four months from contract commencement. The table below outlines the anticipated timeframe for each deliverable:

Payment Milestones

Payments shall be linked with the deliverables and shall be executed after the CRGE Facility in MOF confirms the successful completion of each deliverable as stipulated hereunder. The consultant shall be paid the lump sum contract amount upon certification of the completed tasks satisfactorily, as per the following payment schedule:

Reporting

The consultant will report to the CRGE Facility Head at the Ministry of Finance MoF, within the CRGE Facility. All plans, reports, and outputs will be reviewed by MoF. The consultant will work in close coordination with the CRGE Facility team and relevant experts from the executing entity at federal and regional levels, ensuring alignment and ownership of the PIM across institutions.

Regular progress meetings will be held (either in-person or virtual) to update on work progress and resolve any issues. The consultant shall promptly inform the CRGE Facility Head of any challenges encountered that could impact timely delivery.

The assignment shall be undertaken by an individual consultant with the following qualifications as a minimum:

• Advanced university degree (Master’s or higher) in a relevant field, such Environmental Science, Development Management, Food and Water Security and Development, Climate Change, Development Studies, or related discipline.
• At least 10 years of professional experience in project implementation and management of development projects, preferably in the areas of climate change adaptation, food security, water supply/irrigation, or rural development. Experience with large multi-stakeholder or multi-regional projects is highly desirable.
• Proven experience in developing project implementation manuals, operational guidelines, or similar procedural documents for donor-funded projects. Familiarity with GCF-funded projects or other international climate finance projects and their operational requirements is a strong asset.
• Solid understanding of project management cycles, institutional coordination mechanisms, and government implementation modalities in Ethiopia. Knowledge of public financial management and procurement processes (especially Ethiopian government and GCF standards) is required. Additional familiarity with environmental and social safeguard policies and gender mainstreaming in projects will be beneficial.
• Excellent analytical and writing skills, ability to synthesize complex project information into clear, structured, and accessible documentation. Strong communication and facilitation skills are required for conducting stakeholder consultations and validation workshops.
• Fluency in English is mandatory (written and spoken). Knowledge of local languages (Oromiffa) would be an advantage for stakeholder engagement but is not mandatory.
• Ability to work independently and deliver high-quality outputs under time constraints. Proven track record of working collaboratively with government institutions and diverse stakeholders.

Logistical Support

The Ministry of Finance will provide necessary logistical support to the consultant to ensure the successful completion of the assignment. This includes providing access to relevant project documents and data, facilitating introductions and meetings with stakeholders (federal ministries, regional bureaus, local authorities); and organizing field missions to project sites as needed. For any approved travel outside of Addis Ababa, GGGI will cover or reimburse allowable travel expenses as per the approved travel request. Office space and internet access can be arranged at MoF or the project office when the consultant is on-site, if required.

Confidentiality and Proprietary Interests

The consultant must maintain the highest degree of confidentiality with respect to all information obtained during the course of this assignment. Neither during the term of the contract nor after its termination shall the consultant disclose any proprietary or confidential information relating to the project or the government without prior written consent. All documents, reports, or materials produced as part of this consultancy shall be the property of the Ministry of Finance and are to be treated as confidential. The consultant shall not use any project data or results for publication or distribution to any third party without the explicit permission of the client.

Evaluation Criteria

This consultancy will be awarded through a competitive selection of an individual consultant. Upon advertisement of the procurement notice, interested candidates are expected to submit both a Technical Proposal and a Financial Proposal as part of their application.

The selection will follow the Individual Consultant cumulative analysis method. This means that the award decision will be based on a combined evaluation of the technical and financial proposals. The technical proposal will be evaluated on its merit (qualifications, relevant experience, methodology, etc.). The financial proposal will be evaluated separately. For the final ranking, a weighted scoring method will be applied: the technical score will carry a weight of 70%, and the financial score a weight of 30%.

The consultant achieving the highest combined weighted score (while also being technically responsive/compliant) will be considered for contract award. Technical proposals should detail the consultant’s relevant experience, approach to the assignment, and any additional value-added insights. Financial proposals should be quoted in USD and inclusive of all costs. Only candidates scoring above the minimum technical score (as specified in the bid documents) will be considered for financial evaluation.
