Inclusive Education Project Officer

GENERAL MISSION

Reporting to the Inclusive Education (IE) Project Manager, the Education Cannot Wait (MYRP-II) Inclusive Education Project Officer contributes to implementing the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. S/he is responsible for implementing his/her project in the target area.

Under the supervision of the Inclusive Education Project Manager, the Education Cannot Wait (MYRP-II) Inclusive Education project officer, based in Tigray Region, is responsible for supervision and in charge of facilitating the implementing a project called “Education Cannot Wait (MYRP-II)” pre-primary, primary school age children and adolescents affected by the conflict and drought. This project will be implemented jointly with Save the Children (SCI), Norwegian Refugee Council (NRC), Forum for African Women Educationalists (FAWE), and 3 Local CSOs.

Responsibilities

Project Implementation and Management Support

• Develop annual and quarterly project activity plans, in collaboration with local government partners, mentors, Schools, and OPDs, with the validation of the project manager.
• Effectively plan, organize, and implement events, including workshops, awareness-raising campaigns, and experience-sharing opportunities with the PM.
• Monitor whether mentors, schools, OPDs, and teachers are implementing the agreed project activities based on standards and the agreed timetable.
• Provide technical inputs to teachers, PTSA, mentors, and local partners for quality activity implementation, especially relating to inputs for OPDs and parents/gatekeepers in their attempt to get more disabled children into programs and school, and improve adolescent girls’ learning outcomes.
• Participate in developing project quality and monitoring quality indicators of the project.
• Maintain the M&E system and feedback mechanisms.
• Make regular field trips to project sites to meet with teachers, girls and boys, project partners, and participants to monitor quality of activity implementation as assigned by the Project Manager.

Proper Documenting and record keeping

• Ensure proper documentation and efficient use of the project’s resources.
• Produce terms of reference and activity reports for each activity implemented.
• Coordinate with the implementing and local partner to provide inputs for the periodical reports to submit to the project Manager as required by donors and the government agency.
• Carry out regular recording and reporting of activities, field trips, and meetings, in coordination with other team members.
• Compile monthly and project activities reports and submit to the PM.
• Collect data relevant to the project under the RGPD.
• Maintain a database of information on the project.
• Participate in compiling lessons learned, designing and implementing events for the exchange of project experience.
• Ensure effective recording and dissemination of the results of the model of capacity-building programs for mentors, teachers, local partners, and OPD capacity building.
• Contribute to designing a system to compile and disseminate best practices.
• Ensure regular recording of field trips and activity implementation relating to the project implementation.
• Prepare and submit a monthly timesheet.

Develop resources and conduct capacity-building / awareness-raising initiatives effectively

• Develop resources to build the capacity of the teachers, PTSA, and school community with the support of technical staff at the Program level.
• Prepare training material, presentations, and workshop handouts.
• Develop stimulating and user-friendly awareness-raising material/manuals.
• Conduct stimulating and effective training and information sessions.
• Translate short documents or review the translation of materials.
• Conduct a training needs assessment and training of girls and boys, teachers, local service providers, and OPDs, and
• Monitor and evaluate if the capacity building/trainings have improved the knowledge, and skills of trainees with regards to child protection, disability, inclusion, individual learning assessments, etc.

Maintain a high quality of work

• Study and maintain a high level of knowledge and skills on understanding disability, inclusive education, Child Protection, and methodologies for including children with a range of impairments.
• Coordinate with Inclusive Education PM to ensure the project and its activities are in compliance with local laws and regulations, HI standards, and donor requirements.
• Comply with mandatory induction and training, and regularly participate in the IE community of practice.

Responsible for implementing the safeguarding policies at the project level

• Prepare work plans and implement safeguarding (child protection, PSEA) activities.
• Ensures that the mentors and local partners are aware of the safeguarding policies and facilitates training to build their capacity in this regard
• Ensure that the safeguarding policies are implemented at all levels in its project site
• Ensure that project beneficiaries are aware of these policies and are encouraged to report any concern regarding child protection or PSEA
• Monitor and document the progress of child protection and PSEA activities.
• Report immediately any concern, incident to the PM or country Director concerning child protection and PSEA.

Relationship management

• Represent the Project team in the implementation area under the supervision of the Project Manager with regard to the local stakeholders, including government authorities.
• Cooperate with local government counterparts, and implementing partners, and other stakeholders to realize the project objective.
• Maintain conducive working relationships with partners, beneficiaries, and other stakeholders to facilitate the implementation of the project.
• Set up a proper communication system with partners

Qualification:

• Education, Education Management, Special Needs / inclusive Education, or related filed (e.g. Specialized educator), Education in Emergencies from recognized University.

Experience: –

• 6 years of relevant experience with undergraduate degree or 5 years relevant experience with Graduate degree or 4 years relevant experience with Doctorate degree. Experience of working with multicultural and/or multi-disciplinary teams. Experience in implementing projects in consortium. Experience in the field of disability inclusion.

Local language skill:

• Knowledge of local language Tigrigna is mandatory.
