ICT Network Administration Expert

ORGANIZATIONAL OVERVIEW 

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for ICT Network Administration Expert position who meet the following requirements.

Job Summary

The ICT Network Administration Expert is responsible for managing and maintaining the computer networks of a NEBE. This role also includes planning, developing, installing, configuring, and monitoring network infrastructure to ensure stable operations, performance, and security.

This role ensures that all network systems used for voter registration, polling, results reporting, and election security are effectively implemented, maintained, and secured throughout the election cycle.

Duties and responsibilities

• Planning, developing, installing, configuring, and monitoring network infrastructure to ensure stable operations, performance, and security
• Develop and implement network architectures that meet the specific needs of election processes, ensuring scalability, redundancy, and security
• Design, Configure and manage routers, switches, firewalls, and other networking equipment used in election infrastructure
• Troubleshooting issues, implementing network policies, and ensuring the reliability and efficiency of network services
• Monitor network performance and troubleshoot issues to ensure uninterrupted services during critical election periods
• Collaborate with other departments to understand their requirements and translate them into technical specifications
• Install, configure, and test network hardware and software.
• Implement network protocols and standards, such as TCP/IP, DNS, DHCP, and VPN
• Install and secure Internet Access Points within NEBE
• Support and supervise the installation of Antivirus software on all computers and servers
• Configure network security measures, including firewalls, intrusion detection systems, and access control lists.
• Develop and implement security policies and procedures to protect the network from unauthorized access and threats.
• Provide technical support and training to election officials and staff on the use of election-related technology.
• Ensure network reliability and performance during electoral programmes and election days.
• Maintain accurate documentation of network configurations, system procedures, and incident response plans
• Prepare reports on network performance, system usage, and any incidents that occur during the electoral process.
