STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience: Typically three or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development.

Knowledge & Skills:

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ), and typically report to a more senior HR Officer, Regional/Country Director or the designate.
Job holders operate with minimal supervision, and provide guidance to junior staff to ensure that operational and project objectives are achieved. They are heavily involved in day–to-day activities and analytical work. Job holders provide advice on low complex issues, applying HR rules, regulations and expertise in making determinations and recommendations across a range of activities.

JOB PURPOSE

To deliver a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

Culture and Engagement

  1. Support the Country Office teams in internalizing embedding and living the WFP corporate values
  2. Develop and implement an engagement roadmap incorporating creative initiatives to promote values of team cohesion, enhance cross functional team working, open 2-way communication, feedback
  3. Provide leadership for all processes and interventions around Global Staff Survey (GSS), including ensuring staff participation, visibility of the survey, collective understanding, interpretation, and ownership of results, as well as the actions programme and accountability to stakeholders
  4. In collaboration with Country Leadership as well as Regional and HQ leadership, provide close support and in country implementation for WFP people and culture initiatives, to realize WFP organizational culture goals
  5. Support employee engagement improvement efforts and conduct periodic benchmarking
  6. Support the Country Office Wellness team to identify wellness elements required for successful change process.

KEY ACCOUNTABILITIES (Continued)

Capability Building

  1. Design and implement a robust learning and development plan for the Country Office leveraging available resources to build a learning culture, while documenting and reporting on the same.
  2. Be the focal point for Capability for the Country Office and in close liaison with the HQ team, develop a Learning Calendar to be deployed across the country.
  3. Champion the utilization of We Learn (e-learning) through innovative and creative solutions that will foster a culture of organizational learning and increase uptake
  4. Partner with talent liaisons worldwide to develop and implement a country learning strategy, provide context, and enable global programs
  5. Certify and facilitate core offerings from our external partners and internally developed learning modules
  6. Collaborate with HR Units to support onboarding and orientation programmes
  7. Facilitate user-support for all learning related technologies and resolve any user challenges and queries that emerge

KEY ACCOUNTABILITIES (Continued)

Performance Management

  1. Plan interventions for implementation of the corporate performance management cycle / calendar for all contract types, to ensure timely delivery of all key phases for an effective performance management system, to the country strategic plan, support key people decisions and inputs for other people processes
  2. Ensure control of the probation management process according to WFP regulations
  3. Support Heads of Units, line managers and supervisors to
  4. Facilitate best-practice and build supervisory capacity for strong and accountable performance culture including quality of goal setting, performance coaching and feedback, documentation, appraisal, management of underperformance etc.
  5. Provide active support to line managers for all cases of underperformance, to ensure best practice, compliance to WFP regulations, accountability, and risk management
  6. Conduct validation of appraisal results through the Management Review Committee (MRC)
  7. Facilitate user-support for all performance related technologies and resolve any user challenges and queries that emerge

HR Strategy & Projects Implementation

  1. Under the guidance of the Head of HR, execute the HR strategy projects and other associated activities in the Ethiopia Country Office
  2. Provide Change Management support for WFP Ethiopia in emerging matters of organizational development
  3. Identify Continuous improvement opportunities in our processes and coordinate the implementation of approved plans timeously. Focus on On-boarding processes
