HEALTH PROMOTION & COMMUNITY ENGAGEMENT (HPCE) MANAGER- (KOREM)

Essential Job Duties

HPCE strategy, activities and monitoring

• Responsible for the design/development of a regular updated HPCE strategy, activities, tools and monitoring system. Accountable of budget planning.
• Follow up and support the HP supervisor on the implementation of the HPCE strategy (workplan, according to the chronogram; tool creation; training)
• Ensure participatory approaches and patient/community consultation before and during implementation of the HPCE strategy.
• Ensuring that the right process is followed for the design the health education materials and participatory methods. (pretesting, validation of content, translation)
• Provide technical input and support to situation analysis (Rapid assessments/surveys / rumours-feedback monitoring) and ensure final reporting and information sharing with the project team.
• Supervision of the implementation of the community-based surveillance (data collection, active case finding, linkage to care, tracing)
• Support the HP supervisors on the organization of community meetings.
• Contribute to the updated community mapping (community mapping, stakeholders, GIS etc.)
• Ensure and regularly sharing with PC and medical team on updates regarding community mapping.
• Capitalisation: document on lessons learned and capitalize on experiences (handover report, end of mission report, capitalisation report)
• Ensure regular collaboration with other supervisors / managers (SRH, MH, NAM, MAM, Social Work, EH/WASH, LogM, Admin)

HP capacity building and supervision

• Responsible for the development plan for the HP team, based on the needs assessment (evaluation), as well for the follow up in capacity building through training, coaching, community of practice events.
• Managing and supervision of the quality of the HPCE activities done by the HPCE team at field level (based on a supervision checklist). (eg. Participatory methods and pedagogical techniques, active listening, use of tools, preparation /organisation)
• Responsible of the recruitment and evaluation process for HP profiles (in collaboration with HR department).

MSF Section/Context Specific Accountabilities

• Defining and updating the HP/IEC strategy and related activities through annual project and budget plans, including objectives, target populations, campaigns, messages, activities, and specific actions. The HP strategy needs to be validated by the PMR/MedCo whenever there is any review.
• Maintaining strong relationships with community leaders, Kebele leaders, traditional birth attendants (TBAs), traditional healers, women’s development groups, youth leaders, religious leaders, and other key stakeholders and CBOs within the community. Organizing regular meetings—whether quarterly, monthly, or emergency-based—as needed to maintain a positive relationship with the communities in Korem and surrounding outreach sites.
• Reviewing, developing, and adapting HP educational materials based on project needs. Ensuring content and format have been pre-tested with target groups to ensure clarity, relevance, and full comprehension of messages. Leading focus-group discussions with target groups to confirm the appropriateness, dissemination, and understanding of messages. Ensuring materials are pedagogically sound and validated by the PMR/MedCo.
• Assessing health knowledge within the target groups, analyzing local context (including culture, traditions, habits, and health perceptions), and adapting health activities to address community-specific needs. Supporting social mapping by identifying villages, populations, and key actors, and developing indicators to monitor HP activities and their impact. Conducting qualitative assessments, including thematic analysis, to evaluate HP activities.
• Updating, reviewing, and monitoring the Health Promotion objectives and setting indicators to measure departmental objectives based on the changing need of the project and Health Promotion activities.
• Capacity building for the HP team, including MoH Health Extension Workers and MSF Community Health Educators (CHEs), by providing effective coaching and mentoring. Ensuring Health Promotion Supervisors can step into the manager’s role when absent, as well as offering specialized training to develop expertise across the team.
• Advocate for and support the integration of community engagement at every stage of project activity. Work collaboratively with project teams to ensure that community perspectives are included in planning, implementation, and evaluation processes. This includes facilitating regular feedback sessions with community representatives, involving local leaders in project decision-making, and ensuring that community input informs program adjustments. Promote a participatory approach that enhances community ownership and alignment with project goals, fostering trust and sustained impact.
• Developing and implementing service promotion activities to raise community awareness and increase utilization of available healthcare services. This includes collaborating with MWAM to support the implementation of the One-Stop Center at Korem Hospital by promoting its services across all catchment areas, ensuring community members are informed about the available resources, understand their benefits, and know how to access them effectively.
• Regularly monitor and collect data on health trends, disease outbreaks, and other health-related events within the community. This includes identifying potential health risks, documenting unusual patterns or symptoms reported by community members, and coordinating with the medical team to ensure timely responses. Ensure surveillance data is accurately reported, analysed, and used to inform health promotion activities and preventive interventions.
• Develop a targete development plan for the HP team base on need assessment and evaluation, forcing on capacity building through training, hands-on coaching, and mentor ship. Facilitate knowledge-sharing opportunities, including community-of-practice events, for team members to discuss challenges and exchange best practices. Regularly monitor progress to adjust the plan as needed, aligning with project priorities and team growth.
• Continuously training CHEs and MoH HEWs on sexual and intimate partner violence, enabling them to identify potential victims and refer them to medical teams for care according to the SGBV strategy.
• In collaboration with the medical team, organizing blood donation campaigns and monitoring blood availability in the blood bank to sustain a reliable pool of donors.
• Preparing HP monthly situational reports, quarterly reports, and an annual report to document activities, outcomes, and any challenges encountered.
