Context of the mission

For more than 30 years, Médecins du Monde (MDM) France, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced people, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis. Médecins du Monde is operating in Ethiopia since 1986 in different types of health projects from long-term interventions to emergency response.

MdM France has concentrated its efforts on projects related to access to primary health care (projects centered on rural health facilities and isolated populations), reduction of maternal mortality through improved quality of obstetric care, promotion of sexual and reproductive health rights including protection against gender-based violence, provision of Mental Health and Psychosocial Support (MHPSS) and reduction of malnutrition.

Job Summary

The health officer will be based in Dehas & Wachile woredas of Oromia region and Hudet Woreda of Somali region under the direct supervision of the medical supervisor.

The Health Officer’s overall responsibility is centered on the provision of quality, lifesaving care in the supported Health Centres and mobile clinics, through consultations, referral, and follow-up and accurate patient record keeping as per Ministry of Health (MoH) and MDM set protocols.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Essential duties and responsibilities.

Health services provision

  • Delivers high quality curative and preventive health care services during outpatient consultation
  • Inpatient review in collaboration with the facility medical officer if available
  • He/she follows up rational prescriptions for the supplies provided to supported facilities/MHNC
  • Facilitates training and mentorship for staff on rational use of drugs
  • Provides emotional and psychological support to patients and family members
  • Apply medical knowledge and skills to diagnose and treat patients according to MoH or international protocols (WHO).
  • Provides emergency care, stabilization and referral of patients requiring secondary and tertiary care
  • Facilitates safe referrals of patients following agreed referral pathway
  • Monitors the rational distribution and management of medicines and equipment
  • Ensures Infection Prevention and Control (IPC) standards are adhered to at all time
  • Facilitates safe referral of patients following agreed referral pathway
  • Communicate with relevant authorities and MDM in case of a potential outbreak through the surveillance system (EWARS)

    Supervision of the provision of quality health services

  • Ensures quality clinical consultations, treatment, referral and follow up activities follows the MoH and International (WHO) protocols.
  • Ensuring all consultations with patients is in a dignified, confidential and appropriate manner in keeping with the standards and principles set out by MDM.
  • Supervise the outreach activities carried out by MDM
  • Human resources management
  • Liaising with HF administration and management

About You

  • Bachelor’s degree in public health with at least 3 years of experience as HO in clinical setting preferably in an emergency setting
  • Experienced in Microsoft Word and Excel
  • Strong organizational skills in emergency situations and autonomous in daily operations
  • Good Communication skills
  • Knowledge of institutional health system in Ethiopia
  • MPH and PM are an asset.
  • Knowledge on the local context is an asset
  • A high degree of Respectful behavior and empathy and coordination skills are expected.
