Project Overview
The GHSD America First Palladium Sole Source Award supports country-led efforts to strengthen health systems, advance global health security, and sustain essential health services in alignment with the America First Global Health Strategy. Leveraging Palladium’s expertise in health systems strengthening, digital transformation, and data use, the project will strengthen governance, service delivery, and decision-making through integrated and interoperable systems across priority health programs. The award also supports stronger health financing, public financial management, and accountability mechanisms to promote resilient, efficient, and country-owned health systems.
Duration and Funding
This is a fixed-term, project-funded position with an initial term of 12 months (through September 2027). Employment is contingent upon the availability of funding, with the potential for extension based on project requirements and funding availability.
Location
This role is based in Palladium’s Addis Ababa, Ethiopia office, with periodic travel within Ethiopia to project sites and regional offices. Applicants must have authorization to work in Ethiopia, as visa sponsorship is not available for this position.
Position Summary
The Health Financing Governance and Capacity Strengthening Advisor provides technical leadership and advisory support to strengthen governance, accountability, institutional performance, and workforce capacity for health financing systems and reforms. Reporting to the Health Care Financing Technical Lead, the Advisor leads the institutionalization of health financing reforms within the Ministry of Health, the Ethiopian Health Insurance Service (EHIS), and regional health bureaus; strengthens public financial management functions including program-based budgeting, digitalized financial and grant management, and records archiving; and leads the financing and ownership arrangements within the government’s transition and sustainability plans for national digital health platforms.
Key Deliverables (Year 1)
· Costed financing and ownership arrangements within government-endorsed transition and sustainability plans for national digital health platforms.
· Program-based budgeting and expenditure tracking procedures institutionalized in Ministry of Health planning and budgeting cycles.
· Digitalized grant management and records archiving procedures adopted by the Ministry of Health and EHIS, with staff trained.
· A public-private partnership oversight dashboard reviewed and adopted by Ministry of Health leadership.
· Functioning health financing technical working groups with documented decisions and follow-up.
Primary Responsibilities
· Strengthen governance, leadership, accountability, and stewardship mechanisms for health financing systems and reforms.
· Support the development and implementation of health financing policies, strategies, frameworks, and institutional arrangements.
· Strengthen organizational capacity, systems, and procedures for health financing management, including program-based budgeting, digitalized financial and grant management, and records archiving.
· Design and implement capacity strengthening, workforce development, training, mentoring, and knowledge transfer initiatives.
· Support governance assessments, performance monitoring, institutional strengthening, and continuous improvement efforts.
· Lead the financing, ownership, and institutional arrangements within the transition and sustainability plans for national digital health platforms, in coordination with the digital health governance team.
· Convene and facilitate health financing technical working groups and the Ministry of Health leadership review of the public-private partnership oversight dashboard.
· Facilitate stakeholder engagement, policy dialogue, and coordination among government agencies, development partners, and other key stakeholders.
· Promote evidence-based decision-making, accountability, and sustainable implementation of health financing reforms.
· Document and disseminate lessons learned, best practices, and project achievements.
Required Qualifications
Education
· Bachelor’s or Master’s degree in Public Health, Health Policy, Health Financing, Public Administration, Organizational Development, Health Systems Management, Economics, Development Studies, Business Administration, or a related field.
Experience
· Minimum of 7 years of progressively responsible experience in health financing, health systems strengthening, governance, institutional development, organizational capacity strengthening, or related fields.
· Demonstrated experience supporting government institutions, public sector reforms, or health financing initiatives.
· Experience designing and implementing capacity strengthening, workforce development, and organizational improvement initiatives.
· Experience working with donor-funded programs, development partners, or international organizations.
· Experience with U.S. Government-funded programs, including DOS, CDC, or other federal agencies, is highly desirable.
· Experience working with multilateral organizations, including the World Bank, Global Fund, United Nations agencies, and other development partners, is an advantage.
· Experience facilitating stakeholder engagement, policy dialogue, and change management processes.
· Experience supporting health financing or health systems strengthening programs in Ethiopia, including direct engagement with the Ministry of Health, the Ethiopian Health Insurance Service (EHIS), or regional health bureaus, is required.
Technical Competencies and Skills
· Strong knowledge of health financing, governance, institutional strengthening, and public financial management.
· Experience in organizational development, capacity assessments, workforce development, and change management.
· Familiarity with health financing reforms, health insurance systems, and Universal Health Coverage initiatives.
· Understanding of donor-funded programs and financing requirements, including U.S. Government and multilateral development partners.
· Strong analytical, communication, facilitation, and stakeholder engagement skills.
· Ability to translate policy and technical concepts into practical implementation approaches.
· Strong organizational, project management, and technical writing skills.
· Ability to manage multiple priorities and work effectively with diverse stakeholders.
