We are looking for a Technical Director (key personnel) to support strategic leadership functions of the HIV/TB director (both technical and operational), to ensure a holistic approach to an integrated and comprehensive HIV/AIDS program in the community setting that will achieve measurable outcomes in the prevention of new HIV infections among at-risk populations. The technical director will be charged with the execution of the strategic leadership, donor engagement relations, and program focus on improved access to HIV preventive and treatment services under a Department of State (DOS) funded program among “at-risk” populations across numerous geographies within Ethiopia, and in alignment with the Federal MoH National Strategy Planning/NSP/ strategy. Specifically, this position will be charged with strengthening the cost-share clinics model, transitioning the clinics towards financial self-sustainability.

The successful applicant, though accountable to the HIV/TB director, will work closely with the Technical and Program teams, as well as MEL teams in execution of the project. S/he will communicate technical strategies to the regional staff and to Local Implementing Partner sub grantees and will manage a team of technical/program experts to ensure quality, timeliness, and efficiency of all products and intervention activities generated under the project.

Your contribution

• Support strategic leadership functions, by working closely with the Technical/Program/MEL teams to strengthen the Activity’s public/private/CBO referral network in towns of operation.
• Strengthening electronic data collection platforms (e.g., UDS, DHIS2 integration at SDPs) and adhering to PSI research and metrics standards for documentation.
• Lead the adaptation of local and international best practices to standardize integrated HIV/STI/VH biomedical services, with attention to newer Activity areas including PrEP use & referrals, and case-management services to support ART adherence and retention.
• Cultivate critical partnerships and collaboration with the Federal Ministry of Health, Regional government structures, other DOS partners, Local Implementing Partners, and other Key Stakeholders.
• Represent the programming position to the FMOH and associated biomedical technical working groups, DOS, and other key stakeholders’ forums, including, to other IPs.
• Participate in platform technical leadership teams, efforts to strengthen platform procedures, PAT and PIP, internal and external assessments, and strategic planning efforts.
• Contribute to PSI-Ethiopia institutional work-planning and reporting, MEL systems development, start-up, and closeout procedures.
• Lead and manage the program and its staff through the MBO system, routine feedback and coaching, capacity development planning, and performance appraisals.
• Maximize the program’s relevance and impact by contributing to effective fundraising efforts.

What are we looking for?

• Master’s degree in public health or related fields with eight (8) years of demonstrated experience out of which four (4) years at a Managerial level
• At least eight years of experience implementing and managing large health and HIV programs involving multiple partners. Ethiopian experience, and USG/ PEPFAR funded programming experience is desirable.
• Specialized knowledge and demonstrated expertise in capacity building, systems strengthening for comprehensive HIV and AIDS service delivery at the regional and national level is required.
• Experience with continuous quality improvement and assurance, and quality delivery planning and development is essential.
• Demonstrated strategic ability, conflict management, team building, and negotiation skills is highly desirable.
• Demonstrated interpersonal, writing, and oral presentation skills in English to fulfill the diverse technical and managerial requirements of the project description is required
