Organization Background

Partnership for Pastoralists Development Association (PAPDA) is a legally registered humanitarian, non-profitmaking, non-religious, non-political, and non-governmental local organization striving to empower the livelihood of pastoralist communities in Ethiopia. PAPDA was established in June 2006 and registered with the Ministry of Justice in May 2007, with registration No.3111. The organization was re-registered by the newly established Charities and Societies Agency in the Ministry of Justice with a certificate No 0355. The mission of the organization is to contribute towards the provision of efficient, effective, and sustainable basic socio-economic services that enhance the living standard of the pastoralist communities.

Project Overview

PAPDA seeks experienced professionals for its EHF/OCHA-funded project entitled “Integrating and Strengthening Community-Based Protection and Resilience for Drought-Affected Communities in Rayitu Woreda, East Bale Zone, Oromia Region.” focusing on Protection/GBV sectors. The project aims to reduce protection risks and strengthen the safety, dignity, and resilience of women, girls, children, and vulnerable groups in drought-affected communities of Rayitu Woreda through community-based protection, survivor-centered GBV and child protection services, integrated MHPSS, and strengthened coordination.

Position Title: GBV/Protection Outreach Worker

Duration of Assignment: 10 months

Reporting Line: Reports to the GBV/Protection Officer and other line positions as required

Number of Positions: 3

Duty Station: East Bale Zone, Rayitu Woredas

A. Purpose of the Role

The GBV/Protection Outreach Workers will support the implementation of community-based protection and GBV prevention and response activities within the project areas. The role focuses on raising community awareness, identifying vulnerable individuals, facilitating safe referrals, and supporting access to protection and GBV services in line with humanitarian principles and survivor-centered approaches.

The Outreach Workers will play a key role in strengthening community engagement, promoting safe and inclusive access to services, and supporting protection mainstreaming across health and nutrition interventions.

B. Key Responsibilities and Duties

1. Planning

Participate in weekly and monthly planning of GBV/protection outreach activities.
Support mapping of vulnerable groups and service providers within target communities.
Assist in organizing community awareness sessions and campaigns on GBV, child protection, and PSEA.
Contribute to identifying priority protection risks and service gaps at community level.

2. Implementation of GBV/Protection Activities

Conduct community awareness sessions on GBV prevention, protection risks, rights, and available services.
Support identification of vulnerable individuals, including GBV survivors, children at risk, and persons with specific needs.
Provide Psychological First Aid (PFA) and basic emotional support following appropriate guidelines.
Facilitate safe, confidential, and survivor-centered referrals to GBV, health, MHPSS, legal, and other services.
Support dissemination of key protection and GBV messages using culturally appropriate approaches.
Assist in establishing and strengthening community-based protection mechanisms and support groups.

3. Community Engagement and Mobilization

Work closely with community leaders, volunteers, HEWs, and local structures to promote protection services.
Mobilize communities to participate in awareness sessions and outreach activities.
Promote inclusion of women, girls, persons with disabilities, and marginalized groups in all activities.
Support community feedback mechanisms and ensure concerns are documented and addressed.

4. Coordination and Representation

Coordinate with Protection Officer, GBV Case Workers, and other staff to ensure integrated service delivery.
Maintain strong collaboration with community structures and local authorities.
Represent PAPDA professionally during community engagement activities.

5. Monitoring, Reporting, and Documentation

Maintain accurate records of outreach activities, attendance, and referrals made.
Report daily and weekly activities to the Protection Officer.
Document protection risks, trends, and community concerns.
Ensure confidentiality and safe handling of sensitive information at all times.

6. Safeguarding, Protection, and AAP

Uphold safeguarding, PSEA, confidentiality, and child protection policies at all times.
Ensure all interventions follow survivor-centered principles (safety, dignity, respect, and non-discrimination).
Promote Accountability to Affected Populations (AAP) through feedback and complaint mechanisms.
Apply Do-No-Harm principles in all interactions with communities.

C. Expected Deliverables and Outputs

Community awareness sessions conducted and documented regularly.
Vulnerable individuals identified and safely referred to appropriate services.
Accurate and timely activity and referral reports submitted.
Strengthened community awareness on GBV, protection, and available services.
Functional community engagement and feedback mechanisms supported.

D. Required Qualifications and Skills

Diploma or Bachelor’s degree in Social Work, Psychology, Gender Studies, Public Health, or related field.
Minimum 2–3 years of experience in protection, GBV, or community outreach work (preferably in humanitarian settings).
Basic knowledge of GBV guiding principles and protection standards.
Experience in community mobilization and awareness-raising activities.
Strong interpersonal and communication skills.
Ability to work in remote and hardship environments.
Knowledge of local language (Oromiffa) is highly desirable.
Commitment to humanitarian principles, confidentiality, and ethical conduct.

E. Work Conditions and Requirements

Frequent travel to field locations and outreach sites.
Flexibility to work extended hours during emergencies.
Ability to work closely with communities in challenging environments.
Willingness to be based in project operational areas.
