Organization Background

Partnership for Pastoralists Development Association (PAPDA) is a legally registered humanitarian, non-profitmaking, non-religious, non-political, and non-governmental local organization striving to empower the livelihood of pastoralist communities in Ethiopia. PAPDA was established in June 2006 and registered with the Ministry of Justice in May 2007, with registration No.3111. The organization was re-registered by the newly established Charities and Societies Agency in the Ministry of Justice with a certificate No 0355. The mission of the organization is to contribute towards the provision of efficient, effective, and sustainable basic socio-economic services that enhance the living standard of the pastoralist communities.

Project Overview

PAPDA seeks experienced professionals for its EHF/OCHA-funded project entitled “Integrating and Strengthening Community-Based Protection and Resilience for Drought-Affected Communities in Rayitu Woreda, East Bale Zone, Oromia Region.” focusing on Protection/GBV sectors. The project aims to reduce protection risks and strengthen the safety, dignity, and resilience of women, girls, children, and vulnerable groups in drought-affected communities of Rayitu Woreda through community-based protection, survivor-centered GBV and child protection services, integrated MHPSS, and strengthened coordination.

Position Title: GBV Case Worker

Duration of Assignment: 11 months

Reporting Line: Reports to the GBV/Protection Officer

Number of Positions: 1

Duty station: East Bale zone, Rayitu woredas

A.     Background

The GBV Case Worker will provide survivor-centered GBV case management services to women, girls, and other survivors of gender-based violence, in line with international standards and ethical guidelines.

B. Purpose of the Position

To deliver high-quality GBV case management services that ensure safety, confidentiality, dignity, and informed choice for survivors.

C. Key Responsibilities and duties

1. Planning

  • Plan and organize GBV case management activities in line with survivor-centered approaches and international GBV guidelines.
  • Support the planning of community awareness-raising campaigns on GBV and PSEA, ensuring culturally sensitive approaches that address stigma and barriers to access.
  • Participate in program planning meetings and provide technical input on GBV risks, trends, and service gaps.
  • Ensure all planned activities integrate GBV guiding principles: safety, confidentiality, respect, and non-discrimination.

2. Implementation

  • Provide GBV case management services using a survivor-centered approach, including safe intake, assessment, case planning, follow-up, and case closure.
  • Develop and implement individualized care and safety plans in collaboration with survivors, respecting informed choice and consent.
  • Facilitate safe and confidential referrals to health, legal, psychosocial/MHPSS, protection, and other relevant services, including referral for medical care.
  • Provide Psychological First Aid (PFA) and basic psychosocial support to survivors as required.
  • Maintain accurate, confidential, and up-to-date GBV case documentation and data, in line with data protection and ethical standards.
  • Conduct community awareness-raising sessions and campaigns on GBV and PSEA, focusing on reducing stigma, promoting survivor rights, and increasing access to GBV services.
  • Participate in GBV coordination meetings, case conferences, and working groups, as appropriate and in line with confidentiality protocols.

3. Capacity Building

  • Build the capacity of community members, volunteers, and peer educators on GBV prevention, safe referral pathways, and survivor-centred support.
  • Support partners and frontline staff through on-the-job mentoring and technical guidance on GBV case management and psychosocial support.
  • Facilitate training sessions and knowledge-sharing meetings on GBV guiding principles, PSEA, confidentiality, and ethical service provision.
  • Promote a culture of accountability, safety, and ethical practice by reinforcing adherence to safeguarding and PSEA policies across all activities.

4. Safeguarding and Confidentiality

  • Uphold strict confidentiality and data protection standards.
  • Report safeguarding and PSEA concerns immediately through internal mechanisms.
  • Ensure informed consent is obtained at all stages of service provision.

D. Coordination and Reporting

·         Participate actively in GBV coordination meetings, working groups, and case conferences, ensuring survivor safety, informed consent, and confidentiality.

·         Coordinate with health, legal, psychosocial/MHPSS, protection, and security service providers to facilitate timely, safe, and survivor-centered referrals.

·         Maintain and regularly update GBV referral pathways and service mapping in collaboration with partners and community structures.

·         Maintain accurate, confidential, and secure GBV case records in line with data protection and case management guidelines.

·         Prepare and submit timely, non-identifiable reports on GBV cases, trends, service gaps, and protection risks to inform programming and decision-making.

·         Immediately report safeguarding and PSEA concerns through established internal mechanisms and contribute ethically to internal and donor reporting.

E. Expected Deliverables and Outputs

  • Plan, conduct, and document community awareness-raising activities on GBV and PSEA to reduce stigma and promote access to services.
  • Deliver culturally appropriate awareness sessions to women, girls, men, boys, and community leaders using safe approaches.
  • Develop and implement survivor-centered case management, including individualized care and safety plans based on informed choice and consent.
  • Provide comprehensive GBV psychosocial/MHPSS services, including survivor-centered case management, Psychological First Aid (PFA), and ongoing psychosocial support.
  • Facilitate safe referrals to medical, legal, and specialized psychosocial services with documented follow-up to ensure continuity of care.
  • Accurate and confidential GBV case files maintained.
  • Referrals to appropriate services completed safely and timely.
  • PFA provided to survivors as needed.
  • Reports on GBV trends and interventions submitted.
  • Active participation in coordination meetings and case conferences.

F. Required Qualifications and Skills

  • Bachelor’s degree in Social Work, Psychology, Gender Studies, or related field.

·         Minimum 4 years of experience in GBV case management or related protection work in humanitarian settings, and out of which a minimum of one year of NGO experience in the field.

·         Strong knowledge of GBV guidelines (IASC GBV Guidelines, Inter-Agency GBV Case Management Guidelines).

·         Ability to work with survivors sensitively and ethically.

·         Strong interpersonal, communication, and problem-solving skills.

·         Commitment to humanitarian principles, protection ethics, and confidentiality.

G. Work Conditions and Requirements

  • Full-time position based in the project woredas
  • Flexibility to work outside regular hours

H. Cross-cutting issues

  • The GBV case worker  must adhere to organisational policies, including the code of conduct, child protection policies, and health and safety regulations. Compliance with ethical standards is mandatory. A training certificate on humanitarian principles and standards is preferable.
