Finance and Administration Manager at Hope of Light Civil Society Organization, Ethiopia

Hope of Light is non-profitable and non-governmental organization established and registered by F.D.R.E Civil Society organization Agency by law of the proclamation of 1113/2011 to provide medical service mainly on Maternal Health. By Maternal Health, especially on surgical treatment of women with obstetric fistula and other pelvic floor disorders. It also provides training on surgical skills for fistula repair, and quality fistula care for qualified health professionals and for those who are on pre-service training to study different health profession and conduct outreach programs to identify obstetric fistula patients and prevention of obstetric fistula.

Job Description

Reports to: Executive Director

Main Purpose:

This position holds to ensure the interventions of Hope of Light to ensure the financial and administrative integrity of the organization’s operations. This role is crucial for managing the funds received from donors like Ethiopia Fund and Ethiopiaid, ensuring they are used efficiently and transparently to provide medical services to underprivileged women. The position ensures the organization remains compliant with Ethiopian law, specifically Proclamation 1113/2011, as well as with the financial requirements of its international donors.

Specific Duties and Responsibilities:

Financial Management and Compliance

  • Budgeting and Financial Oversight: Develop and manage the annual budget for the organization and its four fistula centers. Monitor expenditure against the budget to prevent overspending or under-utilization of funds.
  • Fund Management and Reporting: Prepare accurate and timely financial reports for both internal stakeholders and external donors. This includes tracking every dollar from receipt to disbursement, demonstrating how donations are directly translated into patient care, surgical training, and outreach programs.
  • Audit Management: Coordinate and facilitate internal and external audits to ensure financial statements are transparent and compliant with generally accepted accounting principles and donor regulations.
  • Cash Flow Management: Monitor the organization’s cash flow to ensure funds are available for critical activities like covering patient treatment costs, salaries, and operational expenses at the centers.

Administration and Operations

  • Human Resources: Oversee all HR functions, including managing staff contracts, payroll, benefits, and ensuring compliance with Ethiopian labor laws. For a small organization like Hope of Light, this includes managing administrative staff, drivers, and social workers.
  • Procurement and Logistics: Manage the purchasing of all goods and services, from medical supplies for fistula surgeries to office equipment for the main and center offices. Ensure a transparent procurement process that provides value for money and adheres to organizational and donor policies.
  • Asset Management: Maintain a detailed and accurate inventory of all organizational assets, including medical equipment, vehicles used for outreach, and office supplies.
  • Legal and Regulatory Compliance: Ensure the organization’s administrative and financial practices are in full compliance with the F.D.R.E. Civil Society Organizations Agency and other relevant government bodies. This includes timely submission of all required reports and filings.

Project Communication

  • Build local understanding, linkages and support for projects and community among stakeholders
  • Work with stakeholders to ensure community achieves an understanding of expectations, deliverables, dependencies, risks, progress and the development process.
  • When appropriate, work directly with stakeholder, or in concerned unit to secure sign off on deliverables or documentation of financial records
  • Use sound judgment in all project communication and ensure that key stakeholders are aware on the program and donor requirements
  • Establish and maintain a usable and well-communicated program schedule for all phases of a project for project staff, and partners.
  • Communicates effectively with project staff and partners to identify needs, develop alternatives and evaluate alternative solutions.

About You

Required qualification, skill, knowledge and competencies

  • Bachelor’s Degree in Accounting and Finance or Accounting or finance or related with 8 plus years of experience and working at a senior level in the financial department and administrative unit
  • Good knowledge of the Peachtree financial application
  • Extensive Project Management execution experience and good organizational, management and leadership skills
  • Ability to work independently and shoulder delegated authority
  • Demonstrated ability to establish and maintain effective relationships and partnerships with key stakeholders and project staff
  • Excellent interpersonal skills, including the ability to network with high level individuals in each project areas
  • Significant experience in support project staff and partners.
  • Both verbal and written fluency in English
