CARITAS Switzerland (CACH) has been working in Ethiopia for nearly 50 years. Currently CACH cooperates with a wide range of civil society, research, and private sector actors in Ethiopia. Registered as an International Foreign Charity Organization in Ethiopia, CACH is also operational at project implementation level. CACH’s main working fields are economic development, agricultural development and food security, WASH as well as Emergency and Relief response. Our current operational covers southern and Eastern Oromia, SNNP and Tigray regions, across which several projects are being implemented.

Summary of Duties

The Finance and Admin Manager is responsible for the day-to-day and monthly finance/accounting engagements including but not limited to report preparations (government and donor), leading project level budget revisions, follow up procurements/contracts of the project are undertaken in line DoA of the CACH, checking all payment, staff advances, ensuring adequate liquidity for the project, and travel advance settlements.

The Finance and Admin Manager will ensure that the accounting is done according to Government procedures and regulations and internationally accepted standards. The Job holder support the budget preparations for new projects or for any budget amendments (internal/donor/ government). Provides timely reports and assistance to the Program team to ensure that organizational resources are used efficiently and effectively maintaining the principles of VFM.

Expected key results:

  • Lead the finance and admin matters of the assigned project
  • Review partner reports and documents using SAPI
  • Undertake regular visit to partner offices.
  • Prepare donor/government reports
  • Follow and support timely finance reporting in line with internal and government requirements meeting high quality standard of assigned project.
  • Responsible for ensuring compliance with organization and donor accounting and financial reporting requirements for the assigned project. Report any anomalies to the immediate supervisor.
  • Responsible for ensuring that reconciliation of accounts is carried out on monthly basis and ensuring that year-end accounting procedure are met consistently for the assigned project.
  • In collaboration with the finance team ensure appropriate resources are budgeted for full cost recovery, prefinancing and Co-funding is closely monitored and managed and claims against the projects are promptly submitted and followed with the donors.
  • Support implementing partners remotely and through visits.
  • Support establishment of protocols, incentives, and coordination, to ensure clarity and efficiency in how the team will work together.

Main Areas of Responsibility

  • Ensure that all procurements, payments, and other transactions are in line with organization’s financial and administrative guidelines, rules and regulations for procurement, accounting, and reporting.
  • Adapt to new directions or opportunities arising within the organization and in your work area; being flexible in your role, constantly using the feedback to learn more and evolve further.
  • Manage the project budget ensuring all costs incurred are accounted for and in compliance with donor regulations of assigned project.
  • Maintain adequate cash flow for the project, prepare cash requests and monitor donor disbursements.
  • Following up project and travel advance settlements with staffs and suppliers to close outstanding accounts in line with organizational finance and admin procedures.
  • Assist the tasks of monthly, yearly accounting closure.
  • Determining contracted financial requirements and ensuring completeness, timeliness accuracy and validity of reports, invoices, and financial statements.
  • Review and check the completeness and accuracy of monthly financial reports and supporting documents submitted by projects.
  • Producing financial reports related to budgets, account payables, account receivables, expenses etc.
  • Ensure that all required of financial management policies, systems, procedures, and standard forms are followed.
  • Undertake other tasks as assigned.

About You

  • BA degree in Finance and Accounting or Accounting from recognized university
  • Relevant Experience: Minimum seven years of work experience as Finance & Admin Manager or related role.
  • Good knowledge of office package (Word/Excel) is required.
  • Good oral and written English skills.
  • Speaking of Afan Oromifa.
  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
  • Good organizational skills and attention to detail.
  • Experience as a Finance and Admin Assistant is a plus.
