Background

The Government of Ethiopia has received funding from the World Bank through IDA credit and grant to implement a multi-sectoral project “Response-Recovery-Resilience for Conflict-Affected Communities in Ethiopia”. Overall, the project is led and coordinated by the Federal Project Coordination Unit (FPCU) to be housed in the Ministry of Finance (MoF). The proposed project is structured in four (4) components namely: (i) improvement of access to basic services and economic opportunities for conflict-affected communities (II) strengthening of GBV service delivery and prevention (iii) learning and project management and (iv) and a Zero-dollar Contingency Emergency Response Component (CERC). From this, the Ministry of Women and Social Affairs has given lead the implementation of one of the project components “Improving Access to GBV Response Services’’ in the period from 2022 to 2027.

The aim of this component is the strengthening of short and medium-term GBV response services for survivors of conflict-related GBV within targeted Woredas; the piloting of innovative GBV prevention programming, both as a mechanism to address underlying norms and dynamics that contribute to violence, and to address factors that prevent GBV survivors from seeking care; and strengthening of institutional capacity for coordination, policymaking, and delivery of quality, confidential, and survivor-centered care across the country.

Objectives

The objective of the assignment is to hire a highly qualified Environmental and Social Development Specialist who will coordinate the implementation, monitoring, and evaluation of the Environmental and Social Risk Management (ESRM) instruments of the project, with a focus on GBV/SEA/SH prevention and response. Specifically, the specialist is expected to lead the proper E&S screening of subprojects (including infrastructure work related to one-stop centers, safe houses, women and girl’s safe spaces etc.), ensure functionality of grievance mechanism, support continuous and meaningful stakeholder consultation, and prepare ESRM instruments implementation report.

Scope of the Work

Under the supervision of the Federal Project Implementation Unit Coordinator, Environmental and Social Development specialist will oversee the ESRM issues in relation to strengthening of GBV/SEA/SH service delivery and prevention program subcomponent financed by the project to ensure that the mitigation measures are in place to preclude the occurrence of any adverse effects to human and environment. Ensures that subproject activities are consistent in their approaches to addressing environmental and social issues and fully in compliance with the Credit Agreement, particularly regards to the ESRM instruments prepared for the project: Environmental and Social Management Framework (ESMF), Resettlement Framework (RF), Social Assessment (SA), Stakeholder Engagement Plan (SEP), Labour Management Procedures (LMP)., Sexual Exploitation and Sexual Abuse (SEA/SH) Action Plan and other requirements in all stages of subproject development. Specific duties and responsibilities are:

  1. Lead the development and implementation of the ESRM instruments as may be needed in the 3R-4-CACE project implementation;
  2. Conducts trainings of project staff and other stakeholders on ESRM instruments;
  3. Follows up E&S screening of subproject activities;
  4. Conducts field visits and provides technical supports to RPIUs and woredas regarding training, screening and implementation of ESRM instruments to address environmental and social issues as per Bank’s environmental and social farmwork (ESF) requirements;
  5. Assisting in the implementation of ESMF, RF, SA, LMP, SEP, (SEA/SH) Action Plan and other relevant requirements;
  6. Assisting and supporting in cross checking project interventions in a principle of do-no-harm during planning and implementation of community subprojects and strengthening of GBV service delivery and prevention interventions;
  7. Implementation of ESRM instruments and national environmental law and regulatory framework;
  8. Prepares Project’s ESRM implementation progress reports and maintain environmental and social records on established formats;
  9. Establish and follows up the grievance Redress Mechanism (GRM) implementation and reviewing project activities;
  10. Works in collaboration with other staff members;
  11. Performs other duties as assigned by the project coordinator.

Education & Experience Required

  • BA/MA in environmental science, anthropology, sociology, natural resource management, rural development, or other related fields with minimum of 5 years of relevant work experience for MA holders.
  • Experience in supporting World Bank, or other development IFI’s, financed projects in Ethiopia from a safeguard perspective would be an advantage,
  • Demonstrate a good understanding of gender and GBV/SEA/SH.
  • Experience of doing stakeholder consultations, including with vulnerable populations
  • Good communication and writing skills in English

Level of Effort and Timing

  • The assignment is expected to start by mid-May, 2026. The specialist will be based at MoWSA offices in Addis Ababa with regular travel to woredas and regions.
  • Duration of Contract: The coordinator will be recruited for a one-year period, with a possible extension upon satisfactory performance of the assignment.
  • Remuneration: As per the Ministry of Finance Channel One Harmonized Donor Funded Projects Salary Scale

Inputs provided by the Client

  • MoWSA will arrange reasonable and standard office space with office furniture and equipment required for the assignment. The project will avail internet access, telephone, and related communication and electronic facilities for official project duties of the specialist/consultant.

Management procedures

  • Contractually, the ESS specialist will work under the supervision of the Federal Project implementation unit Coordinator to whom all reports and deliverables as per the ToRs shall be submitted. The MoWSA will be responsible to effect all payments to the specialist on a monthly basis based on the accomplishment of planned and expected deliverables with the submission of comprehensive monthly reports.
