1. Background

The Government of Ethiopia, with funding from the World Bank (IDA credit and grant), is implementing a multi‑sectoral project: “Response‑Recovery‑Resilience for Conflict‑Affected Communities in Ethiopia” (3R‑4‑CACE). The Federal Project Coordination Unit (FPCU) housed in the Ministry of Finance leads overall coordination. The project has four components:

(i) Access to basic services & economic opportunities; (ii) Strengthening of GBV service delivery and prevention (led by MoWSA); (iii) Learning and project management; (iv) Contingency Emergency Response Component (CERC – zero dollar)

MoWSA leads Component (ii): “Improving Access to GBV Response Services”. The goal is to strengthen short‑ and medium‑term GBV response for conflict‑affected survivors, pilot innovative prevention programming, and build institutional capacity for survivor‑centered, confidential care.

2. Overall Objective of the Position

The Communication and Knowledge Management Specialist will design and execute communication strategies to raise awareness of project objectives, GBV services, and stakeholder engagement. Simultaneously, the specialist will establish and manage knowledge management systems to capture, document, and disseminate lessons learned, best practices, and success stories – ensuring organizational learning and evidence‑based reporting to the World Bank and partners.

The role requires ethical, trauma‑informed communication on GBV and a systematic approach to knowledge preservation.

3. Scope of Work

The specialist will work under the 3R‑4‑CACE Project Coordinator and collaborate with the M&E Specialist, MoWSA’s communications department, and GBV technical teams.

A. Communication Responsibilities (50% of effort)

3.1. Communication Planning

  • Develop and implement a project‑specific communication plan aligned with MoWSA’s mission and World Bank visibility guidelines.
  • Identify key messages that are clear, consistent, and culturally appropriate – with special attention to survivor confidentiality and do‑no‑harm principles.

3.2. Media & Public Relations

  • Prepare press releases, media briefs, and project updates.
  • Organize media events (press conferences, public engagements) to boost visibility of GBV services and project results.

3.3. Content Development

  • Draft communication materials: project summaries, fact sheets, brochures, and success stories (anonymized and ethically reviewed).
  • Develop digital content (website, newsletters) that is accessible, simple, and appropriate for affected communities.

3.4 Social Media & Digital Engagement

  • Manage the project’s social media presence (regular updates, audience engagement).
  • Monitor trends and adapt content to promote GBV awareness and service uptake without causing harm or stigma.

3.5. Stakeholder Communication

  • Support communication with government agencies, NGOs, community groups – including consultations with women and girls.
  • Prepare briefing notes for donors (World Bank) and contribute to joint advocacy initiatives.

B. Knowledge Management Responsibilities (50% of effort)

3.6. Documentation of Lessons Learned & Best Practices

  • Systematically capture lessons learned from GBV service delivery across targeted woredas.
  • Document innovative prevention programming approaches, including what works and what does not.
  • Develop anonymized case studies and success stories for internal learning and external reporting (World Bank).
  • Establish and maintain a knowledge management repository (digital folder/SharePoint/Intranet) for project documents, tools, training materials, M&E data summaries, and best practice guides.
  • Ensure easy retrieval and version control.
  • Organize after‑action reviews, reflection workshops, and learning events for project staff and partners.
  • Facilitate a community of practice among GBV service providers, government actors, and NGOs to exchange experiences and solve systemic challenges.
  • Produce quarterly knowledge management briefs highlighting emerging lessons and recommendations.
  • Support the M&E Specialist by translating data into narrative lessons for project progress reports to the World Bank.
  • Develop training materials and orientation packages for new staff based on documented knowledge.
  • Ensure all communication and knowledge products adhere to GBV ethical guidelines: confidentiality, informed consent, no re‑traumatization, and do‑no‑harm.
  • Work closely with GBV caseworkers to validate any survivor‑related content.

  • MoWSA Communications Department (for alignment with ministry guidelines)
  • GBV technical team (for ethical validation)
  • Bachelor’s degree in Communications, Journalism, Public Relations, Knowledge Management, Development Studies, Social Sciences, or a related field. A Master’s degree is an advantage.
  • Minimum 5 years of relevant experience, of which at least 2 years must be specifically in GBV‑related communication or knowledge management (e.g., producing survivor‑centered content, documenting GBV programming, ethical reporting on sexual violence).
  • Proven experience in knowledge management (documenting lessons, creating repositories, facilitating learning events).
  • Strong understanding of ethical, trauma‑informed communication regarding GBV.
  • Excellent verbal and written communication skills in English and Amharic.
  • Ability to work in a fast‑paced, conflict‑affected environment with frequent travel to woredas.
  • Experience working with World Bank‑funded projects or other international donors.
  • Familiarity with Ethiopia’s GBV referral pathways and women’s affairs structures.
  • Experience using digital knowledge management tools (SharePoint, Google Workspace, Notion, or similar).
  • Reasonable office space, furniture, and equipment in Addis Ababa.
  • Internet access and official communication facilities.
  • Access to project documents, M&E data (anonymized), and relevant contacts.
  • Travel allowance for field missions as per government rates.
  • Location: Addis Ababa (with travel to conflict‑affected woredas as needed).
  • Contract: One year, renewable based on performance and project needs.
  • Travel: Up to 30% time may be spent in project sites.
