1. Background
HELVETAS Swiss Inter-cooperation is a long-standing development partner in Ethiopia, committed to fostering sustainable growth and economic empowerment among disadvantaged communities. In alignment with these goals, the UP-Women project has been initiated to support young women in Sidama and Oromia Region to access skill development and employment opportunities. This project offers vocational skills training, integrated functional adult literacy, and sexual and reproductive health education, empowering young women to achieve financial independence and enhanced life prospects.
A core component of the UP-Women project is the use of results-based financing (RBF) to ensure high-quality training outcomes and meaningful employment. Training and Employment Providers (TEPs) are selected based on their capacity to deliver relevant, demand-driven skills, as well as their track record in job placement.
Under outcome 1 of up women project non-formal education Integrated Functional Adult Literacy and dual TVET girls and young women have expanded employment opportunities due to literacy, numeracy, life skill and vocational skills to do this the project needs a standardized life skill training manual
Life skills refer to essential psychosocial and interpersonal abilities that help individuals navigate daily challenges, make informed decisions, and build healthy relationships. These include communication, problem-solving, critical thinking, self-awareness, punctuality, hygiene, and teamwork.
As part of developing the training manual, UP women project is seeking a qualified Expert to develop a practical and context-specific, life skill Training Manual both for IFAL and TVET programs
This life skill training manual aims to train and capacitate the primary targets of UP-Women project.
The primary target groups include:
- IFAL Project participants 16-20 Years
- TVET project participants 18- 30 years
2. Objectives
Main objectives
To develop a comprehensive, Youth and women -friendly life skill training Manual tailored to the needs of the targets, aimed at understanding, sensitivity an application of gender and social equity principles inclusive and gender- transformative life skills training manual for IFAL and TVET participants, aligning with national education frameworks and contextual realities.
Specific objectives
- To conduct a desk review of relevant life skill literature, policies, and tools that fits for project targets
- To identify the key life skills relevant for IFAL and TVET participants.
- To develop a comprehensive and practical Life Skills Training Manual tailored to the local context
- To validate and finalize the manual through a consultative process.
3. Scope of Work
The Expert / consultant will
- Conduct a desk review of relevant literature, youth policies, and training resources.
- Engage with key staff and stakeholders to assess needs and priorities of life skill components
- Develop a training manual covering:
Core concepts of basic life skills
case studies and exercises
Gender and Gender trans-formative approaches
Facilitate a validation workshop to review and improve the manual.
Finalize the manual incorporating feedback and suggestions.
4. Deliverables
- Inception Report with proposed methodology and work-plan
- Draft life skill training manual
- Facilitation of validation workshop
- Final Training Manual (both PDF and editable format)
- Submit finalized documents in Amharic, sidama Afoo and Afan Oromo Languages
5. Timeline
The manual is expected to take approximately [4weeks] from the date of signing the contract. The final schedule will be agreed upon during the inception phase.
About You
6. Required Qualifications
- Advanced degree MA in counseling psychology, social psychology, MA in social sciences or youth related works or related fields
- Proven experience in developing life skills training material and manuals
- Solid knowledge of life skill components
- Knowledge of Sidammu afoo and Affan Oromo language
- Excellent facilitation, writing and communication skills
- Familiarity with the local/national youth context is an asset like referring to the life skill manuals of Ministry of Labor and Social Affair, Technic Vocational Education Training, Integrated Functional Adult Literacy program, Entrepreneurship Development Institute
- Understanding project interests and aim of developing the training manual
- Ability to produce high-quality life skill training manuals within given timelines.
- Include any letter of appreciation if you have on preparing different training materials
7. Reporting and supervision
- The Expert will report to the (project manager, Education and skills officer) with regular check-ins and updates
8. Payment Modalities
UP-Women project follows a results-based financing approach., with payments structured as follows:
- 40% upon submission and approval of the first draft life skill manual
- 60% upon submission of the final deliverables, incorporating all project staff feedback.

All materials produced under this consultant /expert will remain the property of up women project.

9. Application Procedure
Qualified and Interested experts or firms in the assignment are expected to submit the following documentation
- CV and a technical proposal with details of proposed Life skill training material contents
- A financial proposal must clearly Detailed all costs in Ethiopian Birr (submitted in a separate sheet).
- Provide sample training material/could be on another topic which can show the way of writing of expected training manual (sample of similar work provision)
- Interested expert should provide all the legal document ( Licence, certifications, VAT & TIN registration numbers) and reference from previous assignments.

- Overall conformity with administrative criteria will qualify consultant for further consideration. Technical proposal is weighted out of 80% while financial is 20%.
