ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Database Administrator (DBA) position who meet the following requirements.

Required number: One

Reports to: ICT Project Manager

Duty station: NEBE Head Quarter, Addis Ababa

Duration: Contract (One year with the possibility of extension)

Salary: As per the organization salary scale (Competitive)

Job Summary

Database Administrator (DBA) is responsive for the maintenance of the BVR database and other election related databases including user management and access control, performance tuning and backup and recovery.

Duties and responsibilities

• Designing, implementation, maintenance and support of a NEBE BVR Voters Databases and other Database Systems.
• Installation of new versions of DBMS software, application software, and other software related to DBMS administration.
• Participate and Support in the developing and testing of new software before it is moved into a production environment.
• Installing and configuring hardware and software with the system administrators so that it functions optimally with the DBMS.
• User Management and Administration – Adding and removing users, administering Storage quotas, auditing, and checking for security problems.
• Planning and implementing backup and recovery of the database.
• Performing daily and weekly backup of databases.
• Analyzing data stored in the database and make recommendations relating to performance and efficiency of that data storage including the effective use of indexes, enabling “Parallel Query” execution, or other DBMS specific features.
• Developing, maintaining and implementing the policies and procedures necessary to ensure the security and integrity of the corporate database.
• Data modeling and optimization in order to take the most advantage of the I/O subsystem.
• Administration of existing databases and the analysis, design, and creation of new databases.
• Proactively monitoring systems for optimum performance and capacity constraints.
• Work closely with development teams in regard to database updates and design

Education and Work Experience:

• BSC degree in Computer Science, Information Technology, Software Engineering or related field.
• 3 years related experience.

Training

• Professional Certification in any of the databases (Oracle, SQL Server, Postgres , Mysql )

Knowledge:

• Experience in data replication and designing using MSSQL/Oracle/Postgress Server systems and implementatio
• Experience in Windows Server operation systems and Linux
• Working Knowledge of virtualization, virtual Machines, vmware and SAN Storage.
• Thorough knowledge of Structured Query Language (SQL)
• Experience in programming in any of the following programming languages Java ,PHP, Python, Javascript, Crystal Reports, Jaspersoft
