ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referenda, and regulate political parties in Ethiopia. NEBE is working to boost its institutional strength with a special focus on the enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for the Cybersecurity Expert Position who meet the following requirements.

Reports to: ICT Project Manager

Duty station: NEBE Headquarters, Addis Ababa

Duration: One year with the possibility of Extension

Salary: As per the organization’s salary scale (Competitive)

Job Summary

We are seeking a highly skilled Cybersecurity Expert to protect our organization’s digital assets, networks, and systems from cyber threats. The ideal candidate will have extensive experience in threat detection, risk assessment, security architecture, and incident response. You will be responsible for implementing security measures, conducting vulnerability assessments, and ensuring compliance with industry standards.

Duties and responsibilities

Security Implementation:

• Design, deploy, and manage security solutions (firewalls, IDS/IPS, SIEM, EDR, etc.).
• Implement encryption, authentication, and access control measures. Threat Detection & Response:
• Monitor networks for security breaches and investigate incidents.
• Conduct penetration testing and vulnerability assessments.
• Develop and execute incident response plans. Risk Management & Compliance:
• Perform security audits and risk assessments.
• Ensure compliance with GDPR, HIPAA, PCI-DSS, ISO 27001, NIST, CIS, etc. Security Policies & Training:
• Develop and enforce cybersecurity policies and best practices.
• Conduct security awareness training for employees. Emerging Threat Analysis:
• Stay updated on the latest cyber threats, attack vectors, and security trends.
• Recommend security enhancements to mitigate risks.

Required Skills & Qualifications:

Education and Experience

• BSc. CS, CE, SE, and related fields with min 3 years of experience in this position

Technical Skills:

• Strong knowledge of network security, cryptography, malware analysis, cloud security (AWS/Azure/GCP), and zero-trust architecture.
• Proficiency in scripting (Python, Bash, PowerShell) for automation.

Soft Skills:

• Strong problem-solving, analytical, and communication skills.
• Ability to work under pressure during security incidents.

Preferred Qualifications:

• Experience with threat intelligence platforms (MISP, Recorded Future).
• Knowledge of DevSecOps & secure SDLC practices.
• Background in red teaming/blue teaming exercises.
