Job Title: Child Protection & Gender-Based Violence (CP-GBV) Program Officer

Reports to: Zonal Programme Coordinator

Duty Station: Meneti Shasha, Beru, Segen Zuria, Bena Tsemay, and Dasench districts

Employee condition: Contract for One Year with the possibility of renewal

Number of positions: 5 (one each for the listed districts)

Position Summary

The CP-GBV Program Officer will be responsible for the effective planning, implementation, monitoring, and reporting of child protection and gender-based violence (GBV) interventions in emergency settings. Working in close collaboration with the Woreda Women and Children Affairs Office (WoWCA), social workers, and community actors, the officer will ensure high-quality delivery of services aligned with national and international child protection and GBV standards.

Key Responsibilities

Program Planning and Implementation

• Develop and submit a detailed work plan for the duration of employment.
• Lead and support the implementation of child protection and GBV components in emergency response programs.
• Ensure alignment of activities with government mechanisms and integrate child protection within multi-sector responses (health, WASH, nutrition, and education).

Technical Support and Capacity Building

• Provide ongoing technical and management support to woreda and kebele-level program staff, social workers, and frontline workers.
• Facilitate training and capacity building on child protection, GBV response and prevention, referral pathways, case management, psychosocial support, and community mobilization.
• Monitor the impact of capacity-building interventions and report on progress.

Service Delivery and Coordination

• Oversee delivery of CP/GBV services including Psychological First Aid (PFA) and psychosocial support through child-friendly and safe spaces.
• Ensure the effective coordination of CP/GBV response efforts at woreda level in collaboration with WoWCA.
• Participate in and contribute to woreda-level coordination meetings and share updates with the Zonal Program Coordinator.

Monitoring, Evaluation, and Reporting

• Regularly collect, analyze, and report data on CP/GBV interventions, including 5Ws/4Ws.
• Submit weekly and monthly reports from assigned woredas and kebeles using standard formats.
• Ensure timely reporting of achievements, challenges, and recommendations for program improvement.
• Monitor the coverage, quality, and gaps of CP/GBV activities and recommend corrective actions where needed.

Information Management and Communication

• Facilitate information exchange and joint mapping with other sectors for effective child protection mainstreaming.
• Document success stories, lessons learned, and best practices for knowledge sharing and donor reporting.

Representation and Visibility

• Facilitate and provide support for donor or partner field visits to emergency response locations.
• Represent the organization in CP/GBV forums and coordination platforms at the woreda level.

Other Duties

• Carry out other duties as assigned by the Zonal Program Coordinator in support of the Child Protection and GBV emergency response program.

Qualifications and Experience

• Education: Bachelor’s degree in Social Work, Psychology, Gender Studies, Child Protection, or related field.
• Experience: Minimum of 3 years of relevant experience in child protection, GBV programming, or humanitarian response, preferably in emergency settings and NGOs.
• Knowledge: Strong understanding of CPiE and GBViE principles, including relevant national and international guidelines and frameworks (e.g., Minimum Standards for CPiE, IASC GBV Guidelines).
• Skills:
  • Strong facilitation, coordination, and interpersonal skills.
  • Report writing and data analysis.
  • Ability to work under pressure and adapt to changing priorities.

Languages

• Fluency in English and the local language of the duty station is required.
