The Environment and Coffee Forest Forum (ECFF) is a non-profit, non-political, and non-religious civil society organization registered under Ethiopian law. ECFF envisions a society where people live in harmony with nature by conserving biodiversity and promoting sustainable natural resource use.

In partnership with CARE Ethiopia, Oromia Development Association (ODA), and Kulich Youth Reproductive Health and Development Organization (KYRHDO), ECFF is implementing the “FUTURES Phase II: My Forest, My Livelihood, My Family” project. This initiative aims to strengthen sustainable development platforms through improved institutional frameworks.

Objective of the Consultancy

ECFF seeks an experienced consultant (firm or team) to establish a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system, including Social-Environmental Safeguards (SES). This system will enhance organizational efficiency, data management, and impact assessment capabilities.

Scope of Work

The consultant will:

• Review existing policies, strategies, and literature relevant to MEAL & SES.
• Analyze ECFF’s strategic plan to ensure MEAL system alignment.
• Develop standardized MEAL & SES frameworks, tools, and working documents.
• Conduct a validation workshop with ECFF staff for feedback and refinement.
• Submit finalized, consolidated MEAL & SES documents.

Consultant Qualifications

• Advanced degree (MA/MSc/PhD) in Organizational Development, Applied Management M&E, Development Studies, Environmental Economics, Sociology, or related fields.
• Proven experience in designing MEAL systems and SES frameworks for NGOs.
• Strong expertise in Logical Framework Analysis, project management, and reporting tools.
• Prior certification or demonstrated success in similar assignments.
• Ability to submit expert CVs showcasing relevant qualifications.
