Job Summary

Ayuda en Acción Ethiopia (AeAE) is seeking an experienced Consultancy Firm or Technical Training Provider to design and deliver a comprehensive 5-day capacity-building training and develop a Resource Mobilization and Fundraising Strategy (20–30 pages) for the Multi-Stakeholder Platform (MSP) in the Afar Region.

This consultancy is part of the EU-funded RAISE–Afar Action project (Recovery and Advancement of Inclusive Skills and Employment), implemented in consortium with COOPI and AISDA in partnership with the Afar Regional Government (Bureau of Labour & Skills and Bureau of Women & Social Affairs).


Key Responsibilities & Scope of Work

  • Needs Assessment: Conduct a rapid capacity gap assessment with MSP Executive Board and Technical Working Group (TWG) members.

  • Curriculum & Materials: Prepare interactive training modules, presentations, manuals, toolkits, and pre/post-assessment tools with an integrated gender and inclusion lens.

  • Training Delivery: Facilitate a 5-day participatory training workshop in Semera for 30–40 leaders and representatives covering:

    • Resource Mobilization & Innovative Fundraising (including digital campaigns)

    • Strategic Leadership & MSP Governance (conflict resolution, consensus-building)

    • Multi-Stakeholder Coordination, Collaboration & Facilitation

    • MEAL Frameworks, Data Management & Knowledge Sharing

    • Strategic Partnership Development (Donors, Private Sector, Academia)

  • Strategy Development: Formulate a practical 20–30 page Resource Mobilization & Fundraising Strategy for long-term platform sustainability.

  • Reporting: Submit comprehensive gap assessment results, pre/post-evaluation findings, and actionable recommendations for future institutional strengthening.


Key Deliverables

  1. Inception Report & Agenda: Detailed training methodology and 5-day schedule.

  2. Gap Assessment Report: Summary of capacity baseline and key findings.

  3. Training Packages: Complete training manuals, slides, and participant toolkits.

  4. Workshop Facilitation: Delivery of the 5-day training in Semera.

  5. Final Consultancy Report: Pre/post-assessment results and recommendations.

  6. Resource Mobilization Strategy: A 20–30 page strategy document for the Afar MSP.


Required Qualifications & Technical Expertise

  • Education: Advanced degree (Master’s preferred) in Social Work, Adult Education, Development Studies, Agriculture, or related Social Sciences.

  • Experience: Minimum of 8 years of experience in humanitarian/development program implementation and adult capacity-building facilitation.

  • Proven Track Record: Certificate of completion or reference letters for delivering training in at least three core areas: Resource Mobilization, Strategic Leadership & Governance, Partnership Management, or MEAL & Reporting.

  • Sector Familiarity: Prior experience working with NGOs, EU/donor-funded projects, women-led initiatives, or recovery projects in lowland/pastoralist contexts (specifically Afar Regional State) is highly advantageous.

  • Team Structure: Availability of a multidisciplinary team (Project Manager, Technical Lead, and Trainer).


Proposal Evaluation Criteria

Proposals will be evaluated using a Combined Scoring Method (Technical: 70%, Financial: 30%). Only firms achieving $\ge 70\%$ on technical merit will have their financial proposals opened.

  • Technical Score (70%): Firm profile, trainer CVs, methodology quality, past references (minimum 3), gender integration, and training samples.

  • Financial Score (30%): Detailed cost breakdown in ETB (inclusive of consultant accommodation, fee breakdown, and VAT disclosure).

Note: Per diem, venue, local refreshment, and AA-to-Semera transportation for the training will be covered directly by Ayuda en Acción Ethiopia.
