With the financial support of the Partnership for Strategic Initiatives in the Horn of Africa (SIHA), TIMRAN is implementing a short-term project titled “Enhancing Organizational Resilience through Building Staff Capacity and Developing Resource Mobilization Manual.”.

As part of this project, TIMRAN seeks to hire a qualified Consultant (individual or firm) to lead the development of a Resource Mobilization Manual and to facilitate an organizational capacity-building workshop on resource mobilization, and organizational strategic planning.

As TIMRAN marks its 5-year journey, this effort comes at a time when the funding landscape is increasingly shrinking, necessitating a more strategic approach to partnership building and sustainable resource mobilization.

TIMRAN is a non-partisan, women-led civil society organization established in March 2020 to enhance Ethiopian women’s participation in politics and public decision-making, regardless of political opinion or party affiliation. As TIMRAN grows, strengthening its organizational resilience and sustainability has become a priority. While the organization has demonstrated strong programmatic delivery, its resource mobilization systems and staff capacity require formalization and strengthening to ensure long-term sustainability.

2. Purpose of the Assignment

The consultancy aims to::

  • To develop a comprehensive and context-specific Partnership Building and Resource Mobilization Manual aligned with TIMRAN’s strategic vision and operational realities; and,
  • Build staff and leadership capacity through a participatory workshop focusing on resource mobilization, proposal development, and strategic fundraising planning.

3. Specific Objectives

  • Assess TIMRAN’s current fundraising practices, donor relationships, and internal resource mobilization capacity.
  • Develop a practical and user-friendly Resource Mobilization Manual, including strategies, tools, templates, and standard procedures.
  • Facilitate a 3-day participatory Resource Mobilization training and organizational planning workshop for staff, board, and selected members of the general assembly to strengthen their understanding of resource mobilization concepts and institutional fundraising mechanisms.
  • Validate and finalize the manual based on stakeholder feedback.

4. Scope of Work

The Consultant will perform the following key tasks:

Phase 1: Inception and Desk Review

  • Review key documents (Strategic Plan, draft resource mobilization manual, previous project proposals, donor reports, and organizational policies).
  • Conduct brief consultations with selected staff and leadership to understand current practices and capacity gaps.
  • Submit an Inception Report with a proposed structure, methodology, and timeline.

Phase 2: Development of Resource Mobilization Manual

  • Draft a resource mobilization manual that includes:
    • Overview of TIMRAN’s fundraising context
    • Donor mapping and funding landscape analysis
    • Resource mobilization strategies (grants, partnerships, events, membership, digital fundraising, etc.)
    • Proposal development guidelines and templates
    • Fundraising communication and reporting standards
    • Roles and responsibilities of staff and leadership in resource mobilization
    • Monitoring and learning mechanisms for fundraising performance
  • Present the draft manual for validation with TIMRAN staff.

Phase 3: Capacity-Building Workshop

Design and facilitate a 3-day interactive training workshop covering:

  • Resource mobilization strategies and donor engagement
  • Proposal development and project cycle management
  • Institutional sustainability and strategic planning
  • Prepare a brief training summary report highlighting key outcomes and recommendations.

Phase 4: Finalization and Handover

  • Incorporate feedback from the validation workshop and training sessions.
  • Submit the final manual and final consultancy report summarizing process, results, and recommendations.

5. Expected Deliverables

6. Duration of the Assignment

The consultancy is expected to be conducted over a Five – week period (approximately October 28 – December 2, 2025).

About You

7. Key Qualifications

Required Qualifications:

  • Advanced degree in Project Management, Development Studies, Law, Business Administration, or related social sciences.
  • Minimum 5 years of experience in women’s political participation, gender equality, human right, transitional justice, and peace processes.
  • Proven track record in developing resource mobilization/fundraising manuals, donor engagement strategies, or institutional resource plans for civil society organizations.
  • Strong facilitation skills and experience delivering capacity-building trainings and participatory approaches for CSOs.
  • Knowledge of Ethiopia’s civil society context and funding environment.
  • Excellent analytical, writing, and communication skills in English.
  • Familiarity with Ethiopia’s civil society funding and regulatory landscape.
  • Demonstrated understanding of the context, challenges, and opportunities for Women’s Rights Organizations (WROs) in Ethiopia and the wider Horn of Africa.
  • Experience in working with women-led or women’s rights organizations.

8. Application Procedure
